POSITION SUMMARY

The incumbent in this position is responsible for providing administrative support to staff in the Roads & Bridges Department. Duties include performing clerical and bookkeeping functions, processing and tracking invoices for payment, and expediting communication within the department and responding to the general public. Contacts are typically with co-workers, vendors, elected officials, County departments and the general public. Work is performed in an office environment and may require sitting, standing, stooping, walking, bending, stretching and the ability to lift up to 25 pounds. Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent. Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship, internship, or having a similar position for one to two years.

PRINCIPAL ACCOUNTABILITIES

Coordinates and administers office and clerical activities for the department including, but not limited to, typing and processing department correspondence, creating and maintaining project files and databases, distributing all mail, coordinating seminar registrations and travel arrangements, overseeing operating budgets and attendance records. Prepares vendor invoices and purchase card statements for payment. Generates reports and prepares monthly invoices for customers. Schedule interviews and complete process for new hires. Ensure accuracy of hours submitted by Roads and Bridges employees for payroll on biweekly basis. Maintain employee files to include salaries, attendance, discipline, training etc. Coordinates information between co-workers, other county departments and the general public. Provides backup in absence of the CSR to include answering main office phone calls and entering service requests as needed. Helps train new office staff. Performs other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of county policies and procedures and policies, procedures, and activities of the Roads & Bridges Department. Knowledge of basic public works procedures. Knowledge of basic roads and drainage systems construction principles. Knowledge of basic work order systems. Knowledge of various computer applications such as word processing, spreadsheets, and PowerPoint. Knowledge of clerical and bookkeeping techniques including software to support these. Skill in organizing and scheduling work. Skill in dealing with the public, vendors, and other employees. Skill in operating a computer, copier, and various other office equipment. Skill in oral and written communication.

DESIRABLE TRAINING AND EXPERIENCE

Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent. Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship, internship, or having a similar position for one to two years. Sufficient experience to understand and resolve simple and complex problems usually associated with the work carried out by the department’s personnel. Possession of a valid driver’s license issued for the class of vehicle or equipment operated. A combination of education and/or work experience may be substituted for minimum requirements.
