$49.62 Job Overview Performs technical work participating and directing Natural Resource Protection Inspector staff in both field and office operations in support of the Natural Resources Unit for the natural resources permitting program. Interact with citizens and property owners regarding complaints, permitting, and inspections. Ideal Candidate This position is working within the Natural Resources Section of the Development Services Department. The ideal candidate will have supervisory experience, possess a strong knowledge of standard Customer Service best practices, be an ISA Certified Arborist, possess Level 1 Code Enforcement Officer qualification, environmental code enforcement experience or knowledge, thorough understanding of site development construction plans, and possess an overall understanding of the protection of natural resources. Supervises inspection team organizational unit by engaging in daily workload assignments as situations demand. Supports staff by scheduling, assigning, and reviewing work, provide training, counseling, evaluating performance and monitoring staff time sheets. Experience in de-escalating contentious situations involving code enforcement cases, commercial site inspection conflicts and single-family site review conflicts. Ability to manage many tasks at one time, prioritizing work is critical. Must be able to make critical decisions within a fast-paced environment with minimal supervision. This position will require the individual to correspond/interact with various stakeholders, including managers/leaders from other sections and departments, commissioner aides, project superintendents, home builders and H.O.A. representatives. Duties and Responsibilities Note:

The following duties are illustrative and not exhaustive. Supervises inspections team organizational unit by engaging in daily workload assignments. Supervises subordinate staff by scheduling, assigning, and reviewing work, providing training, and counseling, and evaluating performance. Reviews and approves tree removal application inspection reports, commercial inspection conflicts, single family permit applications and other work submitted by subordinate staff for accuracy and completeness. Establishes policies relating to operational procedures, personnel, and program effectiveness. Rearranges territory workloads as situations demand. Supervises and participates in the inspection of commercial and non-commercial properties for compliance with County codes and ordinances related to zoning, landscaping, natural resources, construction, and land alteration permits. Provides arboricultural expertise for multiple field evaluations. Coordinates with public representatives and other County departments such as Public Works on pertinent tree inspection issues to ensure efficient flow of communication and inspection services in support of the Development Services Department Monitors subordinate strengths and weakness; identifies shortfalls, recommends appropriate job-related supply acquisition; Assists in recruiting, interviewing, and hiring new personnel. Trains, and/or coordinates the training of entry level employees in performing code enforcement duties, commercial site plan, and single-family plot plan interpretation. Supervises workload requests, determines work actions, & records the reports or permits in the appropriate data base for the public and the County organization. Monitors quantity and quality of Code Enforcement staff investigation reports and Natural Resources permit applications reviews. Issues notices of violations and schedules and conducts follow up compliance inspections to ensure that work is complete and meets established code and ordinance standards. Refers code violation cases in non-compliance to the Code Enforcement Board or Special Magistrate for review to consider initiating the issuance of citations or other legal remedy. Attends, provides testimony, and/or presents cases before the Code Enforcement Board or Special Magistrate as required. Makes recommendations to the Code Enforcement Board, Special Magistrate, and/or County Attorney’s Office on the reduction of fines and/or the extension of cases in non-compliance. May assume the authority of, and act on behalf of a more senior official, as required. Perform other related duties as assigned. Nature of Work/Work Category Light Work – Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work. Work outside in a sub-tropical climate under adverse weather conditions. Work non-standard hours. Work under stressful conditions. Minimum Qualifications Bachelor’s degree in a Natural Science, Natural Resources, Environmental, or Landscape Architecture; AND Four years of experience in environmental code enforcement/inspections; including one year of experience as a supervisor or lead worker/team leader; OR An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only, does not include legally required Licenses or Certifications.); AND Possession of a valid Florida Driver’s License; AND Possession International Society of Arboriculture (ISA) Arborist Certification. Job-Specific Competencies Organizational skills, accuracy, diplomacy, flexibility, and attention to detail. Knowledge of arboriculture. Knowledge of tree species ID, biological/structural evaluation in support of the Environmental Permitting Program. Knowledge of the functions, activities, requirements, and objectives of the Natural Resources Unit in support of Hillsborough County’s Land Development Code.
