Incumbents in this position protect assets and maintain order at city parks, recreation centers and forest facilities.

Duties include:

patrolling and responding to disturbances, alarms and vehicle breakdowns; investigating offenses and suspicious conditions, enforcing traffic and parking regulations and preparing reports. Work involves shift, weekend, holiday and mandatory overtime assignments.

Essential Functions and Responsibilities:
  • Mail and Courier Service.
  • Patrolling within City Parks (issuing parking tickets, summons, or ordinance violations, traffic control).
  • Guarding City owned equipment stored at remote sites after hours.
  • Preparing Incident Reports/Traffic Accident Reports.
  • Acting a Good Will Ambassadors towards the General Public looking for directions.
  • Answering Departmental Telephone after hours.
  • Contacting on-call employees after hours to respond to emergencies (water main breaks, board up as a result of a break-in, storm damage/tree downs, etc.).
  • Respond to Alarm Calls (Burglar and Fire).
  • Responsible security patrolling, guarding, and protecting life and property in assigned areas of parks, recreation centers and other related facilities.
Knowledge, Skills, and Abilities:
    Data Utilization:

    Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships.

      Human Interaction:

      Requires the ability to persuade, convince, influence, train and monitor, in favor of a desired outcome.

        Equipment, Machinery, Tools and Materials Use:

        Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as a motor vehicle, weapon and/or related materials used in performing essential functions.

          Verbal Aptitude:

          Requires the ability to utilize a variety of advisory data and information such as work schedules, park permits, shift logs, safety and police manuals, and non-routine correspondence.

            Mathematical Aptitude:

            Requires the ability to count, add, subtract and measure.

              Functional Reasoning:

              Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

                Situational Reasoning:

                Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.

                  Environmental Factors:

                  Tasks may risk exposure to adverse environmental conditions, such as humidity, rain, temperature extremes, traffic hazards, animals/wildlife and violence.

                    Physical Requirements:

                    Requires the ability to lift, carry, push, and pull moderately heavy objects and materials, twenty (20) to fifty (50) pounds; and may occasionally involve objects and materials up to one hundred (100) pounds, such as assisting police with the injured. Tasks involve the ability to exert regular and sustained heavy physical effort with an emphasis on climbing and balancing which also involves stooping, kneeling, crouching, and crawling in order to perform patrol duty.

                      Sensory Requirements:

                      Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks, such as safely operating a vehicle.

                      Other Requirements:
                      • Rotating shifts. Must work weekends and holidays as assigned.
                      • Must have registered legal weapon (38 cal.) in their own name. Must furnish their own leather goods, which includes a utility belt.
                      • Due to federal and state firearm regulations, applicants must have passed their 21st birthday by the date of filing application.
                      • City of St. Louis Armed Private Security Officer License or Armed Metro License must be obtained within 90 days from date of appointment. Failure to obtain will result in dismissal from employment.
                      • All new Park Rangers are placed on rating shifts for them to learn all aspects of the job. Some of the shifts are in Forest park and some of the shifts are at remote sites. Shifts and there locations are as follows:
                      • 7:00 a.m. to 3:00 p.m. Remote Site
                      • guarding equipment
                      • 8:00 a.m. to 4:00 p.m. Forest Park
                      • answering telephone/delivering mail/patrolling
                      • 3:00 p.m. to 11:00 p.m. Remote Site
                      • guarding equipment
                      • 4:00 p.m. to 12:00 a.m. Forest Park
                      • answering after hour telephone/patrolling
                      • 11:00 p.m. to 7:00 a.m. Remote Site
                      • guarding equipment
                      • 12:00 a.m. to 8:00 a.m. Forest Park
                      • answering after hour telephone/patrolling
                      • Once the Ranger has completed his Probationary Period he is placed on a fixed shift dependent upon what shift is available.
                      Meals:

                      Rangers are not given a specified Meal Period because he does not have relief during his shift. The ranger is allowed to eat his meal while on duty.
                      Qualifications
                      A high school diploma or G.E.D. certificate; plus two years of law enforcement experience. OR, two years of Armed Security Guard experience. OR, an equivalent combination of education, training, and experience. Graduation from a recognized law enforcement training program may substitute for six months of work experience.

                      Age:

                      Applicants MUST have passed their 21st birthday at the time of filing the Employment Application.

                      Driver’s License:

                      Must possess and maintain a valid Missouri driver’s license while employed by the City of St. Louis. Must possess a valid driver’s license at the time of filing the application. Please note the type of license, number, class, and expiration date on the Employment Application.                       City Residence Preference Points
                      City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points.
