Negotiation Full Job Description Title:

Program Analyst Belong, Connect, Grow, with KBR! Program Summary KBR’s Defense & Technology Solutions (DTS) unit provides technical solutions in systems engineering, AI, C6ISR, and missile defense for the Department of Defense and Intelligence Community. Supporting defense modernization and national security across land, sea, air, space, and cyberspace, DSE ensures customer satisfaction with its expertise in scientific research, engineering, and mission operations.

Roles and Responsibilities:
Acquisition Support:

Contribute technical expertise to acquisition processes, including drafting and reviewing Statements of Work (SOW), Requests for Proposal (RFP), and technical evaluation criteria for PATRIOT system upgrades or procurements.

Lifecycle Documentation:

Prepare, maintain, and update critical lifecycle documentation, such as System Requirements Specifications (SRS), Interface Control Documents (ICD), Configuration Management Plans (CMP), and Life Cycle Sustainment Plans (LCSP), ensuring compliance with Department of Defense (DoD) standards. Documents shall be prepared in accordance with DoD policies and procedures and shall be sufficiently complete, accurate, and timely to establish program goals, objectives, and support milestone decision authority decisions.

Contracting Expertise:

Provide input and recommendations on contract development, negotiation, and administration, including cost-plus, fixed-price, and indefinite delivery/indefinite quantity (IDIQ) contracts; ensure alignment with Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements. Has familiarity and/or working knowledge of the PATRIOT and/or Integrated Air and Missile Defense system, including radar operations, missile guidance, command and control, and engagement protocols. Prepare detailed reports, briefings, and documentation for leadership and stakeholders on system status, capabilities, and readiness, including acquisition milestones and lifecycle sustainment updates.

Basic Qualifications:

US Citizen with active Secret Security Clearance. Bachelor’s degree in Engineering, Computer Science, Military Science, Business Administration, or a related field (Master’s preferred) and 15+ years of experience related to job responsibilities.

Preferred Qualifications:

Military service background with hands-on PATRIOT system experience (e.g., U.S. Army Air Defense Artillery). Familiarity with integrated air defense networks (e.g., IAMD, THAAD, Aegis). Excellent communication skills, with the ability to convey complex technical and contractual concepts to diverse audiences, including military personnel, civilians, and contracting officials. Minimum of 5 years of direct experience with the PATRIOT and/or Integrated Air and Missile Defense System or comparable missile defense platforms. Ability to obtain and maintain a Secret security clearance. Certification in logistics management, systems engineering, project management, contracting (e.g., DAWIA Contracting Level II/III), or defense-related technical fields.
