Job:

The Massachusetts State Retirement Board (MSRB) administers a defined benefit retirement plan for eligible employees of the Commonwealth and certain independent entities. The Business Process Analyst will participate in application enhancements for MSRB’s pension benefit administration system and content management system and development of a Member Self Service (MSS) system representing the business’ needs. The Business Process Analyst will collaborate with MSRB’s Business Lead and Business Managers to document business process deficiencies, optimization, and business needs requirements for IT system improvements.

Essential Functions and Responsibilities:

Develop a strong working knowledge of all aspects of MSRB’s pension benefit administration processes and the applications that support those processes
Perform role of Subject Matter Expert for MSRB’s business units and their workflows
Examine existing processes to determine areas for improvement
Interview MSRB employees to discuss areas for improvement
Design, document, and implement business processes to improve efficiency, performance, and internal and external user experience fostering engagement and productivity
Work closely with MSRB stakeholders and IT to identify where technology solutions can yield significant improvements to business operations
Assemble and prioritize the needs of system users
Collaborate with Business Managers on technology projects and application enhancement requirements including use case analysis, user story definition and user acceptance testing
Develop user acceptance test plans
Develop key performance indicators (KPIs) to measure program success and member satisfaction
Utilize data and analytics to measure the impact of process and system improvements on KPI metrics
Oversee the implementation of new processes; train employees on new processes
Support change management efforts with adoption of the MSS application and all process and technology improvements

Supervisory Responsibility:
N/A Qualifications Knowledge and Skills:

Bachelor’s Degree in Business Administration or related field
Minimum of 5+ years’ business operations experience in benefit administration or financial services
Expertise in process improvement methodologies to effectively identify, analyze, and implement process enhancements
Strong strategic thinking and technical skills to apply innovative solutions to complex business problems
Demonstrated experience working as part of a complex, multidisciplinary solution delivery teams
Experience in software development life cycle (SDLC) and web technologies
Knowledge of consumer-facing processes related to retirement benefits or similar financial services
Experience working with vendors
Experience with Massachusetts General Law Chapter 32, plan rules and the public defined benefit pension industry
Experience working in the public sector
Ability to effectively communicate, lead and motivate retirement professionals
Exceptional interpersonal skills and relationships with all levels
Adaptable to changes in retirement and business management
Inclusive and collaborative decision maker
Willingness to take initiative; see and implement improvements to management and operations
Maintain and promote a positive attitude, supportive work environment, and set high standard

Ability to lift up to 10lbs
Ability to sit for extended periods of time

Hybrid Work Environment:

All new hires at the Office of the State Treasurer and Receiver General (Treasury) will go through an In-Office Orientation Period consisting of a combination of virtual, in-person and on-the-job training so as to assimilate you to the Treasury’s culture and work environment. Following the initial In-Office Orientation Period a gradual transition to hybrid work will take place over the first 3-8 weeks of employment. The hybrid work environment will consist of a minimum of two (2) days in the office each week, with one of these days being either a Monday or a Friday. Hybrid work arrangement is based on business needs of the department. There will be an additional (1) day in the office per month for a mandatory in person department meeting.
