- The EMS Logistics Chief is responsible for planning, organizing, and managing the logistical needs of emergency medical services during daily operations and large-scale incidents.
This role ensures that personnel, vehicles, equipment, supplies, and facilities are operational, stocked, and ready for immediate deployment. The Logistics Chief plays a critical role in both preparedness and response, supporting efficient and effective emergency medical service delivery.
EXAMPLES OF DUTIES
Oversees procurement, distribution, and maintenance of EMS supplies and equipment
Oversees the security, storage, disposal, tracking, and inventory of all medications classified as controlled substances by the DEA and FDA; including procurement and coordination with the medical director to maintain regulatory compliance for all controlled substances
Ensures readiness and serviceability of vehicles, communication devices, and field medical gear
Coordinates with vendors, suppliers, and support agencies for timely resource acquisition
Serves as the Logistics Section Chief within the Incident Command System (ICS) during emergency responses
Coordinates resource requests, personnel deployment, and facility setup during incidents or mass casualty events
Maintains communication with the Operations and Planning Sections to anticipate and meet logistical needs
Maintains accurate inventory records of medical supplies, pharmaceuticals, PPE, and durable medical equipment
Implements and manages inventory control systems, including expiration tracking and restocking procedures
Conducts routine audits and inspections to ensure compliance with safety and regulatory standards
Maintains and manages the supply chain from various vendors. Responsible for minimizing the effects of supply chain shortages through various vendors, substitutes, and making timely notification for any changes or availability
Supervises maintenance schedules and readiness checks for all EMS vehicles and support units
Ensures that EMS stations and logistics facilities meet health, safety, and operational standards
Supervises logistics support personnel and supervisor
Provides training in logistical procedures, safety standards, and emergency preparedness
Supports onboarding of new personnel with equipment and supply orientation
Assists in developing and managing the logistics budget
Prepares reports on supply usage, incident support, and inventory levels
TYPICAL QUALIFICATIONS
Minimum Qualification Requirements:
Training and Experience:
Associate’s or Bachelor’s degree in Emergency Management, Logistics, Healthcare Administration, and a minimum three years in EMS operations, logistics, emergency management or a related field; or, a combination of education and experience equivalent to these requirements.
Licenses and Certifications:
ICS 100, 200, 700, 800
required
ICS 300/400
(required within one year)
ICS 2300 and L-967 (required within one year)
On-call availability during emergencies and disaster situations
Preferred Qualifications:
experience within ICS and NIMS structures
EMT or Paramedic certification
Forklift or warehouse operations certification
CDL endorsement

Emergency Management Responsibilities:
During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties, as assigned.
Physical Requirements:
While performing the essential functions of this job the employee is regularly required to use hands to handle or feel objects, tools, or controls; talk, hear, taste, and/or smell; lift and/or move up to 100 pounds; operate warehouse or vehicle equipment as needed, and is frequently required to stand, walk, sit, and reach with hands and arms; and is occasionally required to climb, balance, stoop, kneel, crouch, or crawl; and lift and/or move in excess of 100 pounds. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus while performing the essential functions of this job the employee is occasionally exposed to outdoor weather conditions, emergency scenes, warehouse environment, moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, wet conditions, extreme cold or heat, risk of electrical shock, explosives, risk of radiation, and vibration and is occasionally exposed to high precarious places. While performing the essential functions of this job, personnel are frequently required to be available and on call 24 hours a day and must be able to respond within 30 minutes from residence as required. The incumbent’s working conditions are typically moderately quiet but may occasionally be loud.
