Position Information:
The New York State Department of Agriculture and Markets is seeking a Disaster Preparedness Program Representative 2 to work in Albany, NY. The Disaster Preparedness Program Representative 2 will be responsible for assisting with the New York State Emergency Operations Center’s Emergency Support Function 11 activities and will assist in managing and strengthening the Department’s emergency preparedness, response, and recovery activities specifically tailored to agriculture-related incidents. Duties include, but are not limited to: coordinating and executing comprehensive training programs and exercises to enhance staff proficiency in Incident Command System (ICS) roles and response protocols; annually review, update, and test critical operational documents; maintaining and coordinating the Departments emergency personnel roster, managing databases, overseeing SharePoint and Microsoft 0365 suite resources, and collaborating closely with federal, state, local, and private stakeholders. Additionally, the Disaster Preparedness Program Representative 2 will serve as a liaison representing the Emergency Management Division in emergency operations center activations, state multi-agency meetings, cybersecurity initiatives, and exercise planning efforts dedicated to agriculture resilience and continuity. They will compile and draft detailed agriculture intelligence damage reports, develop technical and educational outreach materials, conduct proactive engagement efforts for disaster preparedness and radiological awareness, and manage grant applications to secure emergency management funding. During disaster activations, the incumbent will support and staff the Emergency Operations Center (EOC) , coordinate deployment of department assets and resources and ensure effective internal and external communication throughout all phases of emergency management. The incumbent will also develop educational materials and conduct outreach activities to promote best practices in disaster preparedness within the agriculture community and support the Department’s Unmanned Aerial Systems (UAS) Program Coordinator. The Disaster Preparedness Program Representative 2 is a full-time position, working 37.5 hours per week, Monday-Friday. This position is located at the Department of Agriculture and Markets’ headquarters conveniently located near the Albany International Airport at 10B Airline Drive, Albany, NY 12235. Salary:
The Disaster Preparedness Program Representative 2 position is in the PEF Salary Grade (SG) 18. The starting salary of the
PEF SG-18
is $66,951/year. The candidate appointed to the Disaster Preparedness Program Representative 2, SG-18, will be eligible to participate in the New York State Performance Evaluation Program. Through this program, employees receive yearly performance evaluations. Performance advances are payable to PEF employees whose base annual salary is below the job rate for their current position and who were rated “Satisfactory” or its equivalent on their yearly performance evaluation. Performance advance payments are added to an employee’s annual salary. Over time, yearly performance advances may lead to the SG-18 job rate salary of $85,138/ year!

Qualifications:
Six years of emergency management experience coordinating and implementing emergency management and disaster preparedness programs; preparation or modification of disaster plans; preparing, modifying, and presenting of disaster educational training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System; and managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.
Degree Substitutions:
an associate’s degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the
NY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under
NY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a
NY HELPS
title, employees may take part in any promotion examination for which they are qualified.
Alternate Minimum Qualifications:
You may also be eligible for appointment to this position if you meet any of the following minimum qualifications. 70.1 Transfer Qualifications to Disaster Preparedness Program Representative 2, G-18: Applicants may be appointed to this position permanently if they have: one year of permanent, competitive service in a title designated as appropriate for transfer under Section 70.1 of the Civil Service Law.
Such titles include:
Fire Protection Specialist 1, G-18. 70.4 Transfer Qualifications to Disaster Preparedness Program Representative 2, G-18: Applicants may be appointed to this position permanently if they have: one year of permanent, competitive service in a Grade 16 title or higher. AND Either 1. six years of emergency management experience as listed below;
- Or 2. a specialized associate’s degree as listed below

- Or 3. a specialized bachelor’s degree or higher as listed below;
