Duties Description The Utility Security Specialist, NS-M2, will work in the Utility Security and Emergency Preparedness Section of the Office of Resilience, Utility Security, Nuclear Affairs & Emergency Preparedness (OREP) under the leadership, general direction, and guidance of the Section Chief, while maintaining latitude for independent judgment in carrying out assignments. The Utility Security Specialist has direct supervisory responsibility over the planning and performance of Departmental safety and security and acts as coordinator with other Department staff responsible for such activities. The Utility Security Specialist will also have direct supervisory responsibility over the planning and performance of staff responsible for the evaluation of regulated utility companies in the prevention and response to physical and cyber security incidents and utility emergency preparedness and response. Specific duties include, but are not limited to:

  • Supervising the OREP Utility Security and Emergency Preparedness Section in the performance of their duties.
  • Assisting the Section Chief in DPS participation with utility emergency preparedness and response.
  • Developing security assessments, as needed, for Department and Commission public meetings, engagements, statement hearings, and session.
  • Communicating clear and timely security analyses and possible safety risks to Department of Public Service Staff and Commissioners.
  • Promptly and adequately addressing security threats against Department of Public Service Staff and Commissioners.
  • Developing and implementing protocols, procedures, and safety and security training for all Department Staff and Commissioners. Providing regular updates proactively to these documents as needed.
  • Participating in the annual review and updating of the Department Emergency Management Operations Protocol (EMOP), Emergency Plan (EP), Continuity of Operations Plan (COOP) and COOP Pandemic Annex, including oversight and implementation throughout the year.
  • Maintaining situational awareness of current threat levels within New York State and the Country as a whole. Tracking increasing rhetoric and conflicting political ideology to analyze, prepare for, and respond to potential threats and minimize risk when possible.
  • Working in close collaboration with all DPS offices, Commissioners, State, local, and federal law enforcement agencies, and other State agencies as needed to create an internal “culture of reporting and responsibility” that encourages information-sharing. Using the information collected and developed to drive decision-making.
  • Performing other related duties as assigned.

The minimum qualifications required for this vacancy. Minimum Qualifications Bachelor’s degree and five years of experience in the review, analysis, or implementation of practices, programs, and processes related to the physical security of infrastructure, emergency preparedness, emergency management, or facility safety and security planning and operations. •

Remarks:

Salary will be commensurate with experience. The primary location for this position is in Albany, New York with up to 20% travel, which requires possession of a valid driver’s license. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority. Appointment to this position is contingent upon Division of Budget approval.
