Manages staff who support development, review, and approval of local hazard mitigation plans and the State Hazard Mitigation Plan. Tracks work to be completed to support timely completion of project and grant objectives. Monitors and manages processes to ensure compliance with federal grant and planning requirements and timelines and grants management recommended practices; maintains up-to-date standard operating procedures for mitigation team. Develops training and job aids to support the team and external partners in developing and implementing quality mitigation projects and plans. Develops and maintains financial and programmatic reports and supports maintenance of mitigation grant budgets. Analyzes specialist and coordinator workload to improve efficiency, effectiveness, and support to applicants and makes recommendations regarding trends impacting timely award and completion of grant projects. Completes special assignments as directed by the State Hazard Mitigation Officer. Minimum and Additional Requirements A bachelor’s degree and at least one year of experience managing or processing grants and monitoring grant recipients for compliance. At least one year of experience in mitigation, emergency, comprehensive, or resiliency planning. Must be able to interpret state and federal regulations and identify impact on division programs. The ideal candidate will be forward-thinking and highly organized, and will be comfortable with leading meetings, public speaking, and managing interpersonal and professional conflicts. Preferred Qualifications S.C. or IAEM Certified Emergency Manager credentials and a minimum of two years of experience in grants management, emergency planning, operational response, or multi-agency coordination preferred. Additional Comments Must possess the ability to comprehend, interpret, and apply regulations, procedures, and policies. Must possess the ability to communicate effectively, both orally and in writing, and must be computer literate. Must be able to obtain and maintain access to required state and federal grant management systems. Employee may incur overnight travel when attending training courses, during the inspection of grant projects and assisting local governments during disasters.
