$85,000•$105,000 yearly commensurate with experience

Overview:
The Director of Congregate Housing, HASA Programs oversees the management, regulatory compliance, and supervision of will be three congregate housing programs serving adults who have experienced homelessness, and who are living with
HIV/AIDS.
This role is responsible for ensuring alignment with all relevant local, state, and federal regulations while promoting the delivery of trauma-informed, harm reduction-based, and resident-centered housing and supportive services, in keeping with the mission, values, and strategic goals of Housing Works/Bailey House.
Responsibilities:
Primary:
Provide leadership through culturally competent supervision and management to assigned staff.
Secondary:
Continuously monitor and assess program operations to ensure the delivery of high-quality, clinically sound services that reflect best practices and remain aligned with the organization’s values, strategic goals, and contractual obligations. In total, there are two active programs, totaling 74 apartments/beds. Other functions that may be needed with this position include: Champion a trauma-informed, harm-reduction approach throughout all aspects of program operations and service delivery. Ensure resident referral, eligibility, intake, and discharge processes comply with internal policies and all applicable local, state, and federal regulations. Oversee accurate and timely documentation within both internal and external case management systems; review and approve service plans, assessments, and reassessments on a quarterly basis. Provide clinical oversight and support to case management staff to ensure the delivery of comprehensive supportive services, including medical and mental health referrals, home visits, wellness checks, and case conferences. Coordinate and ensure annual income verification is completed for all residents; promote strategies to encourage consistent rent payments where applicable. Lead the review and resolution of incident reports in a timely and thorough manner, including communication with funders and stakeholders as needed. Provide direct case management and crisis intervention support when necessary. Promote resident well-being by organizing recreational activities, holiday events, and tenant meetings; uphold Housing Quality Standards (HQS) across all residential units. Address program violations proactively to ensure the safety and well-being of the community. Maintain up-to-date program documentation and generate reports for internal and external stakeholders. Serve as the primary liaison with key partners and oversight bodies including HASA, HUD, NYSSHP, HHAP, and others. Recruit, train, supervise, and evaluate program staff to ensure high-quality service delivery and staff development. Represent the program at community meetings, provider coalitions, and external audits. Oversee petty cash usage and reconciliation; contribute to annual budgeting processes and manage recreational budgets for each program site. Actively participate in Housing Works/Bailey House advocacy efforts and mobilizations to end homelessness and
HIV/AIDS.
Minimum Requirements Education:
Master’s degree in social work, psychology, counseling, and/or at least five years of relevant supervisory experience in a social service setting that deals with HIV/AIDS, homelessness, mental health treatment, and/or substance use. LCSW strongly preferred.
Necessary Skills:
Familiarity with trauma-informed care, harm reduction, motivational interviewing. Culturally competent, with comfortability working with BIPOC and LGBTQ+ communities. Experience with and knowledge of HIV/AIDS, homelessness, and resources available in New York City. Dependable & flexible Bilingual (English, Spanish) is a plus. Comfortability with being in our resident’s apartments. Ability to work a flexible schedule and occasionally work shifts associated with a department that operates 24 hours per day, 365 days per year. Ability to maintain a high level of confidentiality. Demonstrated ability to manage information, including the maintenance of complete and accurate resident files. Strong interpersonal, coaching, and administrative skills. Ability to prioritize and multi-task. Must be proficient in Microsoft Outlook and Office (Word, Excel, and PowerPoint). Dependable and flexible Able to maintain a high level of client confidentiality and overall professionalism. Client-centered. Approaching our clients from a strength-perspective, emphatic approach. Comfortability with discussing Activities in Daily Living (ADL) challenges with sensitivity, in a respectful manner. Interest in fostering a culture of staff growth and development.
