No County Albany Street Address The Capitol City Albany State NY Zip Code 12224 Duties Description The incumbent of this Administrative Specialist 1 position will perform the following duties:

  • Serve as backup to the Administrative Specialist 2 and the Front Office Administrative Specialist 1 (requires a good understanding of Bureau organization and work environment, programs, policies, and procedures to complete and/or accomplish Bureau objectives).
  • Respond to special requests for statistical data from the Bureau Chief, Deputy Bureau Chief, Administrative Specialist 2, or section chiefs.
  • Supervision of the five staff members of the Operations Unit; administration of probationary and performance evaluations for staff.
  • Ensure Operations Unit staff are cross-trained, so daily work is completed despite any staff shortage.
  • Identify critical positions and, when vacant, prepare justifications to fill those positions; prepare job descriptions and arrange and assist in conducting interviews and making hiring decisions.
  • Maintain and review Operations Unit procedure manual; make suggestions to improve workflow.
  • Coordinate space allocation within the Bureau with appropriate program staff to accommodate changes in staff, equipment, or workflow.
  • Assist the Administrative Specialist 2 with the Bureau monthly and annual reports on referrals and recoveries.
  • Answer questions, exchange information, provide help and advice, and clarify policy and procedures for staff and client agencies.
  • Research all mortgage foreclosures received and determine if the Bureau has an interest in the foreclosure.
  • Maintain a solid working knowledge of Microsoft Word, Access, Excel, and SilverCAR (Oracle debt collection software).
  • Assist the Administrative Specialist 2 with reports and provide reassignments of cases in SilverCAR as needed.
  • Act as liaison with OAG IT for SilverCAR related issues.
  • Update existing and create new SilverCAR forms as requested by bureau management and section chiefs.
  • Act as State Wide Offset Program (SWOP) liaison with Department of Tax and Finance; review State Wide Offset batches to be posted on SilverCAR; ensure that reversals are complete, and the report figures match batch totals.
  • Update existing and create new Access database tables as needed.
  • Master the fundamentals of SilverCAR and the automated processes; identify potential issues that arise and proactively troubleshoot possible solutions; provide testing for new features as they are programmed.
  • Track and reconcile outstanding receivable due from client agencies.
  • Serve as backup for all Operations Unit staff by maintaining a thorough understanding of each team member’s responsibilities and providing coverage as needed.
  • Perform other tasks as assigned.

Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under

will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a

NY HELPS

title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE QUALIFICATIONS
  • Administrative Specialist 1 (PEF SG-18, current starting salary $66,951, job rate $85,138): A bachelor’s degree and two years of professional experience providing administrative and staff support to executives, program managers, and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
Substitution:

A Juris Doctor, master’s, or higher degree in a related field can substitute for one year of specialized experience.

  • Administrative Specialist Trainee 2 (PEF NS Equated SG-16, current starting salary $59,994, job rate $76,359): A bachelor’s degree and one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
Substitution:

A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.

  • Administrative Specialist Trainee 1 (PEF NS Equated SG 14, current starting salary $53,764, job rate $68,630): A bachelor’s or higher degree.

Successful completion of a two-year traineeship leads to appointment as an Administrative Specialist 1, SG-18.

OTHER WAYS TO QUALIFY

Reachable on the Professional Careers Opportunities (PCO) eligible list or the Public Administration Trainee Transition (PATT) list. OREligible for a lateral transfer or eligible for transfer under Sections 70.1 or 52.6 of the Civil Service Law by having one year of permanent competitive service in an appropriate title. This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. Additional Comments The agency’s hours of operation are Monday through Friday, between 8:30 am and 5:00 pm (37.5 hours/week).
