DISTINGUISHING FEATURES OF THE CLASS

The incumbent is responsible for supporting the Department Head and/or their designee with developing and managing City programs and projects. This individual will be central to the networking, integration and coordination of City programs. This position involves professional administrative duties of considerable complexity. Duties are performed under the direct supervision of the Department Head and/or their designee with latitude given to exercise independent judgment in carrying out details of the work. Supervision is exercised over the work of subordinate personnel.

TYPICAL WORK ACTIVITIES

Department of Recreation:

Develops an employability plan for all clients based upon diagnostic tests, vocational instruments and interviews; Works with clients to develop employability skills including preparing resumes, completing applications and practicing interview techniques;  Recruits area employers from public and private sectors; Maintains regular contact with employment agencies; Counsels clients on short- and long-term career goals; Places clients in appropriate employment setting; Provides follow-up services for graduates; Attends all scheduled staff meetings; Attends job fairs to connect with potential employers; Enters and retrieves information in an automated information system; Performs related work as required. When assigned to the

Department of Administrative Services:

Assist with lower – mid level sponsorship, maximize funding opportunities, and community engagement from conception to implementation; Identifies, rates, solicits and recognizes prospects and donors; Compile a comprehensive inventory of available sponsorship sales assets; Develop creative proposals for sponsor opportunities and provide sample proposals; Partner with local arts venues and organizations; Provide and facilitate sponsorship contacts for city sponsored events, develop proposals for lower- mid tier sponsor opportunities Attend City of Albany evening and weekend events, in varying climates, to support implementation of sponsorships; Work to identify long-term organizational needs and support the operational effectiveness; Initiates and maintains contact with governmental agencies, corporations and foundations; Tracks and analyze results for effectiveness; Performs related work as required, including tasks leading up to events; Attend 1 to 3 staff meetings prior to each event (as determined by the City of Albany Director of Cultural Affairs).

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of program planning, development and coordination; Work cooperatively with diverse agencies, service providers and community groups; Develop and implement goals, objectives, policies and procedures for programs; Working knowledge of methods and techniques of researching funding sources, fund raising and grant writing; Coordinate activities with City staff and other agencies; Good knowledge of personal computers and office equipment; Skills in collecting, organizing, analyzing and interpreting data and information; Ability to express oneself effectively both orally and in writing; Ability to understand oral and written directions; Ability to maintain and to prepare summary reports; Ability to establish and maintain a working relationship with co-workers, clients, agencies and the community at large; Courtesy and tact; Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

A. Possession of a Bachelor’s Degree (or higher) and two (2) years of paid fulltime experience in program management, program coordination, project management or a related field; OR B. Possession of an Associate’s Degree and four (4) years of paid fulltime experience as program management, program coordination, project management or a related field; OR C. Any equivalent combination of training and experience as defined by the limits of A. and B. above.
