JOB SUMMARY :
The Self Direction (SD) Manager is responsible for providing quality assurance and administrative support over the SD unit, including Fiscal Intermediary (FI) and Broker Services. The role involves development of the program, and overall oversight of the program, proving effective and efficient management to the program functions, ensuring high quality services, compliance with regulations and effective support for individuals with DD. Carries out all duties and responsibilities according to Federal, State, and Agency regulations, policies and procedures.
JOB DUTIES AND RESPONSIBILITIES
: Manages the operations of the self-direction program, including Fiscal Intermediary (FI), Self-hired staff, and Broker services. Provides direct supervision FI and Broker and oversees Self Hired Staff, including performance management, staff development, hiring/separation, and ensuring training compliance. Understands and complies with OPWDD Administrative Memorandums (ADMs) in relationship to FI and Broker services. Assists with development and implementation of policies and procedures to ensure program compliance with state and federal regulations to maintain compliance and support effective program operations. Stays informed about industry trends, best practices, and regulatory changes to ensure the program remains current and effective. Manages and supports a team of FI and Broker professionals, providing guidance, training, and performance evaluations. Manages and supports a team of self-direction staff ensuring OPWDD training compliance, specific requirements of individuals and families are in place, and provides this to the FI’s in ensuring customer satisfaction and proper matches of employees and families; assists with relationship management and redirection. Provides supervision and guidance to FI and Broker professionals, ensuring high standards of service delivery. Meets regularly with brokers to ensure that they are meeting the needs of the individual and Agency guidelines. Coordinates with stakeholders, including individuals, families, and service providers, and circles of support to ensure individualized support plans are effectively implemented. Monitors program performance and outcomes, identifying areas for improvement and implementing corrective actions. Oversees all compliance components, billing requirements and follows up on compliance concerns. Reviews invoices from FI for reimbursement and payments, submits to finance to process payment. Oversees service documents prior to billing to ensure requirements for billing have been achieved. Reviews billing reports from FI, submits to finance to process billing. Works with Coordinator on the development and implementation of strategic initiatives to enhance program quality and expansion. Works with the Coordinator to develop and execute progressive plans for program growth and expansion, ensuring long-term sustainability and impact. Cross-trains staff in all skill areas to promote versatility and comprehensive service provision. Assists with management of the program budget, ensuring efficient use of resources and financial sustainability. Acts as liaison between Agency departments – HR, Finance, and Payroll. Meets regularly with self-direction team, Program Coordinator and Director to evaluate compliance and growth. Acts as a leader for EVERO service delivery/billing platform development, use and training.
JOB DUTIES AND RESPONSIBILITIES
: Completes FI related duties as necessary to fill in for open cases; follow duties in FI job description. Collaborates to streamline self-direction intakes and maintains waitlist information, assists to coordinate intake of individuals to ensure the proper documents are obtained to deliver services. May be responsible for a caseload of individuals receiving self-directed services, acts as a backup for team members. Works in collaboration with other Self-Direction providers to share knowledge and resources, networks to identify and implement best practices within the self-direction field. Exercises autonomy in decision-making to drive program success and innovation Utilizes electronic software for document retention and documenting purposes. Follows all agency policies and procedures with incident reporting.
JOB REQUIREMENTS
: Must have strong knowledge of self-direction principles, FI and Broker services, and relevant regulations. Must have proven ability to manage budgets, develop policies, and oversee program operations. Must exhibit professionalism, sound judgement and excellent verbal and written communication. Must have the ability to work with others in a warm, non-judgmental manner and act as a positive role model Must be self-motivated with the ability to work independently. Must have the ability to facilitate, promote, and support informed choice and self-advocacy. Must be proficient in computer skills, such as Excel, Word, and PowerPoint. Must maintain all required certifications and trainings, which includes attending the initial Self-Direction Broker Institute training. Must have valid NYS Driver’s License with good record within Agency policy and have access to a reliable and insured vehicle. Must have acceptable physical ability to carry out the position. Must have strong planning and organizational skills including keen attention to detail and the ability to juggle multiple tasks work under pressure and meet deadlines strong customer focus and the ability to work with internal and external stakeholders.
MINIMUM QUALIFICATIONS
Associates degree in related field and 1-3 years related experience, or High School Diploma (or equivalent) and 3-5 years related experience, leadership experience required; Any equivalent combination of education, experience and training will be considered, supervisory and SD experience preferred.
