Duties Description The incumbent of this position will be responsible for assuring contractors, subcontractors, consultants,public and private not-for-profit organizations, Minority/Women owned businesses, Service-Disabled VeteranOwned and disadvantaged businesses doing business with the Department of Transportation and its subrecipients comply with Federal and State Equal Opportunity statutes, rules, regulations, policies, and ExecutiveOrders governing businesses receiving public funds for goods and services. The selected candidate will also beresponsible for assuring Equal Employment Opportunity Compliance.

The incumbent will

  • Provide technical assistance to Department staff, consultants, and contractors to achieve or maintaincontractual compliance.
  • Prepare regular reports of program activities for the agency and other State and Federal agencies.
  • Conduct site visits to ensure contractual compliance.
  • Monitor contract activity and progress to ensure contractual compliance.
  • Meet with contractors to discuss and negotiate solutions regarding steps needed to effect programcompliance.
  • Perform In-Depth Federal Compliance Reviews.
  • Goal Assessment for D/M/WBE/SDVOB and Pre-Letting and Post-Award Waivers.
  • Establish preliminary

project specific goals by analyzing sub-contractible opportunitiesby using Goal calculator, certification directories, historical data, and drafting waivers.

  • Oversee the participation of minority, women-owned, and service- disabled veteran-owned businesses inreceiving contracts from publicly funded programs or projects.
  • Monitor the compliance of publicly funded project with mandates requiring the participation ofDisadvantaged/minority/women-owned, and service-disabled veteran-owned businesses.

Additional duties will be discussed at the time of the interviewResponsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations. The minimum qualifications required for this vacancy. Minimum Qualifications Six years of experience in the field of contract compliance, human rights, affirmative action, or minority, women owned, or service-disabled veteran-owned business enterprise, including: planning, developing, implementing, and reviewing programs dealing with minority, women-owned, or service-disabled veteran-owned business enterprise, human rights, affirmative action, minority business program coordination, affirmative action compliance review, or labor relations directly relating to affirmative action; or experience in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public or private sector.

Substitution:
  • An Associate’s degree in in business, marketing, economics, public administration may substitute for two years of experience.
  • A Bachelor’s degree in business, marketing, economics, public administration, or public policy may substitute for four years of the experience.
  • A Master’s degree in business, marketing, economics, public administration, or public policy may substitute for five years of experience.
