Location:

St. Louis, MO This position involves daily communication with the public regarding the placement process for the animals at the City of St. Louis Animal Regulations Center. Employees in this position are considered the first point of contact for the general public regarding the adoption, foster, and volunteer programs. Employees in this position regularly exercise judgment in a broad range of duties. Work is assigned by the animal regulations supervisor, with instructions and assistance given on unusual or complex problems such as review of animal ordinances and disease control. This position has two available schedules: Tuesday-Saturday, 9:00 am-6:00 pm, or Sunday-Thursday, 9:00 am-6:00 pm, with one hour for lunch break.

Essential Functions and Responsibilities:
  • Performs shelter maintenance procedures involving feeding, watering, sanitization, and other animal welfare-related duties.
  • Performs housekeeping maintenance such as sweeping, mopping, cleaning toilets, and trash removal
  • Inputs data and operating software as needed
  • Conducts adoption tours and assists customers searching the facility for their lost animals.
  • Directly assists the public using customer service skills to all who visit or contact the shelter.
  • Provides communication, education, and training to potential adopters/fosters/volunteers.
  • Answers the phone and the front door.
  • Performs the return-to-owner process for impounded animals.
  • Interacting with/getting to know the animals and talking with prospective adopters/fosters about them to make the best possible match.
  • Helping people through the adoption process, sharing information about animal care and behavior, reviewing adoption applications, conversationally interviewing applicants, making decisions to finalize or deny an adoption, and communicating with the applicant in such a manner that maintains a courteous and friendly attitude even when declining a request.
  • Transporting animals, cages, and other equipment to and from off-site events.
  • Facilitating relationships to transfer animals to different shelter and rescue organizations.
  • Performs on-the-job training of new personnel when assigned.
  • Performs work at an assigned location during specified business hours.
  • Performs related additional duties as required and assigned.
Knowledge, Skills, and Abilities:

    Requires the ability to exercise the judgment, decisiveness and creativity required in critical and/or unexpected situations involving moderate risk to the organization.

      Environmental Factors:

      Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, potential violence, disease, or pathogenic substances.

        Physical Requirements:

        May involve some lifting, carrying, pushing and pulling of objects weighing twenty (20) to one hundred (100) pounds, such as animals or large bags of food. Tasks may involve cleaning kennels, doing repeated tasks over long periods of time such as scrubbing, mopping, bending over to pick up objects, and walking large animals Tasks may involve extended periods of time.

        • Requires the ability to stoop, kneel, crouch, crawl, bend, twist, and climb for daily cleaning of the shelter and handling animals.
        • The most important function in this position is to assist the public, fosters, and volunteers that come into or contact the facility, making up about 75% of duties.
        • Requires the ability to work with employees and the public regarding the adoption/foster/return to the owner for the animals in the City’s care and work directly under the Animal Care and Control Supervisor.
        • Requires the ability to operate a personal computer, printer, telephone, calculator, and/or materials used in performing essential functions. May be required to operate a motor vehicle.
        • Work is normally performed in a shelter environment under generally safe and comfortable conditions, where exposure to irate individuals poses a very limited risk of injury.

        Staff must wear Personal Protection Equipment, such as earplugs, gloves, and, at times, a mask.
        Qualifications
        Two years of customer service experience, which includes public contact dealing with a high volume of inquiries and/or complaints and providing detailed information. OR an equivalent combination of education, training and experience.

        Preferences:

        Previous experience with animal adoption/foster coordination is preferred.

        City Residence Preference Points
        City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points. Accommodations
