Strengthens Special Education Services leadership across the District. ▪ Mentors and guides District Special Education directors and specialists in fostering a shared vision of high-impact services and research-based practices in the Least Restrictive Environment, as appropriate. ▪ Collaborates with District leadership and other departments to develop a cohesive approach for providing Special Education services and support to schools and District employees. ▪ Oversees the development of comprehensive staff development initiatives to improve the quality and effectiveness of services across schools. ▪ Oversees the implementation of effective collaborations with families and community agencies/organizations to support student success. Establishes performance metrics for success. ▪ Develops, monitors, and analyzes key performance indicators to assess the effectiveness of Special Education initiatives on student outcomes. ▪ Oversees the alignment of research-based best practices to support high-quality services to address significant issues that hinder the success of students with disabilities. ▪ Tracks the quality and effectiveness of program implementation across the District. Promotes the development of specific, measurable goals for student success. ▪ Evaluates alignment with District goals and makes data-driven adjustments as needed. Utilizes data insights to drive continuous improvement, making informed adjustments to current practices to improve overall effectiveness. ▪ Utilizes continuous improvement systems and strategies to improve performance of the division, District, and schools. Oversees compliance and policy development. ▪ Ensures all Special Education programs adhere to state/federal regulations and District policies. Maintains alignment with the SC Department of Education standards. Aligns programs with the District’s philosophy, mission, values, and goals. ▪ Serves as the District representative for due process hearings or other litigation arising from contested evaluation, diagnosis, placements, and/or services. ▪ Serves as a liaison to the SC Department of Education for state-mandated initiatives. Leads departmental operations and resource allocations. ▪ Manages budgeting, staffing, and resource allocations to ensure efficient use of human and financial resources. ▪ Manages varying requirements of Special Education programs while ensuring equitable distribution of resources. ▪ Supervises the administration of all federal and state funds assigned to the District for Special Education programs and services. ▪ Oversees contractual and collaborative program agreements with community agencies. ▪ Oversees summer services provided for students receiving Extended School Year services. ▪ Collaborates with other District staff to pursue alternative funding opportunities, including grants, to support and enhance department initiatives. ▪ Selects, inducts, supports, evaluates, and retains high-quality directors, specialists, lead staff, and support staff. Makes recommendations regarding the assignment, promotion, transfer, and dismissal of assigned personnel. ▪ Assists staff with appropriate professional development opportunities to encourage their professional growth and expertise. Demonstrates personal responsibility and accountability. ▪ Maintains a valid SC teaching and Principal Tier I or II certificate; provides for his/her own professional growth through an ongoing program of reading, seminars, conferences, and/or advanced course work. ▪ Adheres to the highest standards of confidentiality concerning sensitive matters, students, and staff. ▪ Establishes a professional rapport with District staff and the public that fosters their respect. Displays the highest standards for ethical and professional behavior while collaborating with school personnel, District staff, parents, community members, and other parties. ▪ Serves as a role model for others; dresses professionally; willingly accepts responsibility; and demonstrates pride in the public education profession. ▪ Demonstrates prompt, regular attendance and is available to work in-person on-site during normal business hours and at after-hours events and meetings. ▪ Willingly performs other duties as assigned by the supervisor.

MINIMUM REQUIREMENTS
Education:

Master’s Degree in Education Administration or a related field required. Educational Specialist or Doctorate degree preferred.

Certification/License:

Must possess a valid SC Professional Teacher certificate in an area appropriate to the assignment. Certification as a Principal Tier I or Tier II required. Must possess a valid South Carolina driver’s license or government issued picture ID.

Work Experience:

Minimum of seven (7) to ten (10) years of experience as a certified teacher at the Professional Certificate level and as a school administrator; or any equivalent education, training, and certification requirements that provide the required knowledge, skills, and abilities appropriate for the position
