Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Conducts and/or reviews modeling, planning, and engineering studies in support of project analysis and design, and provides technical support during construction; prepares reports detailing the quantitative analysis performed and concluding recommendations; and reviews and verifies engineering calculations and analysis submitted by consultant engineers or internal engineering technicians. Conducts a programming assessment to determine space, infrastructure, facility, and other project requirements; and participates in the development of lists of potential infrastructure improvement projects to be included in the capital investment plan for the program or division. May serve as a subject matter expert, handling multiple projects with complexity, and providing some leadership over other engineering staff. Develops preliminary/final plans and designs using CAD and other engineering/drafting tools; and develops engineering specifications for project construction based on programming assessment, design concepts, fundamental engineering principles, and approved preliminary plan. Coordinates and reviews the work of contracted architects, engineers, city staff and other project service providers; works with contractors to make all design modifications necessary to conform with regulatory and project requirements, and approves the designs as appropriate. Completes review of civil engineering aspects of all site development plans to ensure compliance with applicable laws, ordinances, regulations, and standards; evaluates and assess the impact of the proposed project with regards to traffic and transportation May provide limited direction and oversight to engineers and/or engineering technicians assigned to a project. Calculates cost estimates and identifies resources needed for projects. Facilitates communication between the owner, project manager, contractors, other governmental agencies, the public, and other interested parties. Provides technical assistance to project managers and contracts officers during the bid phase of project design to help evaluate proposals and make recommendations for awarding the contract. We are seeking a dedicated and experienced Floodplain Manager to join our team. The ideal candidate will be responsible for managing and overseeing floodplain management programs and policies to ensure compliance with federal, state, and local regulations. This role involves coordinating with various stakeholders, including government agencies, community organizations, and property owners, to develop and implement strategies that minimize flood risks and enhance community resilience. The Floodplain Manager will also be responsible for conducting floodplain mapping, reviewing development proposals, and providing technical assistance to ensure that all activities within the floodplain are conducted in a safe and sustainable manner. Additionally, the candidate will be expected to stay current with the latest developments in floodplain management, including changes in regulations, new technologies, and best practices. The successful candidate will possess strong analytical skills, excellent communication abilities, and a deep understanding of hydrology, hydraulics, and floodplain management principles. This is a critical role that requires a proactive approach to problem-solving and a commitment to protecting communities from the impacts of flooding. Develop and implement floodplain management programs and policies. Ensure compliance with federal, state, and local floodplain regulations. Coordinate with government agencies, community organizations, and property owners. Conduct floodplain mapping and analysis. Review and approve development proposals within the floodplain. Provide technical assistance and guidance on floodplain management issues. Stay current with changes in floodplain regulations and best practices. Conduct public outreach and education on floodplain management. Prepare and submit reports to regulatory agencies. Develop and maintain floodplain management databases and records. Participate in emergency response and recovery efforts related to flooding. Evaluate and recommend flood mitigation measures. Conduct site inspections to ensure compliance with floodplain regulations. Collaborate with engineers, planners, and other professionals on floodplain projects. Develop and deliver training programs on floodplain management. Monitor and assess the effectiveness of floodplain management programs. Advocate for policies and practices that reduce flood risks. Prepare grant applications for floodplain management funding. Analyze and interpret hydrologic and hydraulic data. Provide expert testimony at public hearings and meetings.
Minimum Qualifications:
Bachelor’s degree in civil engineering or related engineering discipline required; four years of civil engineering experience; status as an Engineer-in-Training preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this job.
Specific License or Certification Required:
Must possess and maintain a valid Georgia driver’s license.
