Duties Description The New York State Education Department (NYSED) is seeking applicants to fill an Associate Accountant position in the Office of State Aid (OSA). OSA is responsible for the calculation, payment, audit, and projection of approximately $33 billion in State funds, which are distributed to school districts and Board of Cooperative Educational Services (BOCES) annually in support of public, elementary, and secondary education in New York State. Duties of this position include, but are not limited to, the following:

  • Coordinate the update of the
BOCES SA-111

(Annual Financial Statement Form) in conjunction with the Office of State Comptroller (OSC) and various internal NYSED units.

  • Design and maintain the web-based State Aid Management System (SAMS) software program’s components responsible for the BOCES financial data.
  • Utilize SAMS to conduct and manage the annual review of the 37 BOCES SA-111s and claim submissions or revisions.
  • Respond to BOCES requests for additional information or guidance.
  • Oversee SAMS data reporting for use in State Aid reporting, calculations, and payments for BOCES.
  • Provide technical assistance and guidance to BOCES representatives and administrators regarding best practices in BOCES reporting, State Aid requirements and claim submissions.
  • Oversee the development and implementation of BOCES claim verification projects.
  • Develop and distribute required financial summary reports and data sets used by BOCES, NYSED and other State agencies for the purposes of State and federal reporting.
  • Respond to ad hoc data requests and requests for analysis of financial data.
  • Assist in the development and implementation of training and informational material for BOCES to best navigate SAMS and related BOCES reporting.
  • Participate in the ongoing development and improvement to State Aid business processes, and assist in the re-engineering and enhancement of the SAMS system, and
  • Supervise Senior Accountants and lower-level clerical staff, as assigned.

Eligible List Appointment:

Candidates must have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Provisional Appointment:

In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee with ONE year of permanent competitive or 55-b/55-c service in an eligible title AND have 24 semester credit hours in accounting, auditing, or taxation courses. CONDITIONS OF EMPLOYMENT

This will be a permanent or temporary provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Provisional candidates must take or have taken the examination for Associate Accountant when it is next offered and must be reachable on the resulting eligible list to maintain employment. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position leads to a maximum salary of $109,650 based on annual performance advances.
