SUMMARY SUNY

Brockport is accepting applications for an Investigator and Compliance Specialist. Reporting to the Associate Vice President for Human Resources and working closely with the Offices of Equity, Diversity and Inclusion and Human Resources, the Investigator and Compliance Specialist will serve as a Deputy Title IX Coordinator and have primary responsibility for ensuring the University’s compliance with Title VI, including thorough application of the university’s nondiscrimination and anti-harassment policies. These duties and responsibilities will include, but are not limited to, assisting the Chief Diversity Officer (CDO) in carrying out those duties mandated by Title VI, which provide protection to the SUNY Brockport community no matter their race, color or national origin, including their shared ancestry or ethnicity and religious identities. The incumbent’s scope includes oversight of Title VI Investigations involving students, faculty, staff, and administrators. The incumbent will be responsible for the investigation of Title IV and Title IX complaints and disposition of Title VI complaints, the annual review and update of all policies and procedures related to ensuring equal employment opportunities, and the design and delivery of educational materials and training to the campus community on matters relating to equal employment opportunity and the prevention of harassment and discrimination.

JOB FUNCTIONS

Investigations Conducts investigations of complaints of discrimination, sexual harassment, harassment on the basis of other protected categories. Responsible for the management of Title VI investigations and oversight of Title VI Programs and training(s) for the Brockport Community. They will be responsible for overseeing any reporting requirements for the University to applicable authorities and assist with the University’s response to its prevention obligations. The incumbent’s duties may include meeting with complainants and respondents; advising them of their rights and resources in accordance with University policy and law; conducting intakes; conducting prompt, thorough, and impartial investigations; providing detailed, unbiased reports on investigations; findings of fact and recommendation(s). Ensures that the University responds adequately and consistently to allegations of discrimination and harassment based on all protected traits. To fulfill this mandate, the incumbent will review and implement all applicable OCR regulations and guidance. Serves as a Title IX Deputy Coordinator. Consults regularly and works collaboratively with the Title IX Compliance Officer who has ultimate responsibility for compliance with Title IX of the Education Amendments of the 1972 Civil Rights Act and the Violence Against Women Act Reauthorization of 2012 (VAWA). Acts as a representative of the University regarding discrimination complaints filed to state and federal agencies. Serves as a member of the bias response committee team and investigates bias-related incident reports. May mediate workplace disputes for faculty, staff, and students upon request. May assist with faculty and staff employee relations issues. Other duties as assigned. Education and Training Creates and participates in trainings to educate the University community on policy, laws and regulations, and reporting obligations. Facilitates training and determines educational strategies for administrators, faculty, staff and students to increase knowledge and skills regarding equal opportunity programs. Delivers presentations, workshops, and content for online training to educate the campus community regarding affirmative action policy and data and search procedures. Assists the Chief Diversity Officer, Title IX Coordinator and Human Resources in ensuring that community members know their options and resources concerning the reporting of bias, discrimination, sexual violence, sexual and gender-based harassment, domestic and dating violence, stalking and retaliation. HR Metrics/Reporting Prepares reports and make recommendations assessing the effectiveness of recruitment and utilization of personnel to ensure a policy of non-discrimination, and equal employment. Translates statistical analyses and data reports to provide clear and concise insight into equity and diversity initiatives. Generates ad-hoc metrics reports, as necessary, to respond to faculty, staff and student complaints and grievances.

REQUIREMENTS
Minimum Qualifications:

Juris Doctor or master’s degree from a college or university accredited by a U.S. Department of Education or internationally recognized accrediting organization, preferably in human resources, business administration, or a closely related field Professional experience working with affirmative action/equal opportunity programs or in one or more areas of human resources such as employee relations Experience investigating and resolving employment, discrimination, or harassment related complaints Experience designing and delivering training programs Knowledge of current equal opportunity laws and programs Strong writing, oral and presentation skills

Work Schedule:

37.5 hours/week: Monday-Friday, 8 am-4 pm.
