Duties Description Under the general direction of an Underwriter 2 Disability Benefits, the candidate will provide full underwriting services for disability benefits policies including paid family leave benefits insurance; evaluate insurance policy applications; approve or reject the application; prepare and present the initial quote for both statutory and enriched coverage; process retention and cancellation of policies with accurately underwritten premiums for all policies under renewal; perform policy maintenance functions when the policyholder amends the policy; and interpret and communicate disability benefits law and paid family leave benefits law and underwriting rules, policies, and procedures to employers, insurance representatives, and policyholders. Candidate may handle complex policies requiring disability benefits and paid family leave underwriting. Examples of complex policies include but are not limited to employers with more than 50 employees, ownership issues with policies covering multiple entities or assignment of interest when transferring ownership of a business, or policies requiring voluntary coverage. The minimum qualifications required for this vacancy. Minimum Qualifications For Appointment to Underwriter Trainee 1 (Disability Benefits):

  • Reachable on current Civil Service eligible list for this title; OR
  • One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 of the Civil Service Law. Eligible titles for transfer to the Trainee 1 level include, but aren’t limited to: Administrative Specialist Trainee 1, Business Systems Analyst Trainee 1, Contract Management Specialist Trainee 1, Underwriter Trainee 1; OR
  • A bachelor’s degree or higher.

For Appointment to Underwriter Trainee 2 (Disability Benefits):

  • Reachable on current Civil Service eligible list for this title: OR
  • One year of permanent, competitive class service in a title eligible for transfer under section 70.1 of the Civil Service Law. Eligible titles for transfer to the Trainee 2 level include, but aren’t limited to: Administrative Specialist Trainee 2, Business Systems Analyst Trainee 2, Contract Management Specialist Trainee 2, Underwriter Trainee 2; OR
  • A bachelor’s degree and one year of professional experience assessing and defining insurance risks and perform technical services in underwriting Workers’ Compensation and/or Disability Benefits claims cases.

o A Juris Doctor, master’s, or higher degree in a related field can substitute for one year of specialized experience.

For Appointment to Underwriter 1 (Disability Benefits):

  • Reachable on current Civil Service eligible list for this title; OR
  • One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 of the Civil Service Law. Eligible titles include, but aren’t limited to: Administrative Specialist 1, Contract Management Specialist 1, Underwriter 1, Insurance Fund Services Specialist 2, Investigator 2 Comp Claims; OR
  • A bachelor’s degree and two years of professional experience assessing and defining insurance risks and perform technical services in underwriting Workers’ Compensation and/or Disability Benefits claims cases.

Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under

NY HELPS

will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a

NY HELPS

title, employees may take part in any promotion examination for which they are qualified.
