$143,644•$196,987 (Hay 1182) Summary of Position The Vice President of Compliance & Risk Management provides executive oversight for New York City Transit’s agencywide audit, risk mitigation, and emergency preparedness efforts. Under the direction of the Chief Administrative Officer, the VP will manage critical interactions with internal and external oversight entities, lead the implementation of corrective actions, and coordinate emergency and continuity-of-operations planning across all NYCT departments. Key Responsibilities Serve as the lead advisor and coordinator for NYCT’s responses to audits and investigations issued by bodies such as the MTA Inspector General, MTA Audit Services, MTA Corporate Compliance, NYS Comptroller’s Office, and other oversight agencies. Guide departments in the development and implementation of corrective action plans and ensure timely tracking and resolution of outstanding audit recommendations. Provide high-level support and reporting to NYCT’s executive leadership, including the President and Chief Administrative Officer. Develop and maintain systems for quality control of compliance-related submissions and reporting to MTA Board-level entities. Lead interagency collaboration with emergency responders and key stakeholders to ensure NYCT readiness for emergency situations. Evaluate current emergency preparedness plans, identify gaps, and work with Subject Matter Experts (SMEs) in each modal division to ensure alignment and integration of risk protocols. Establish and maintain risk assessment databases, monitor long-term implementation timelines, and assist departments in overcoming barriers to successful outcomes. Analyze emerging trends in investigations, compliance, and internal controls to anticipate future risks and support executive-level decision making. Provide detailed data analysis and policy recommendations for special initiatives as directed by the CAO and NYCT President.
Education/Experience Required:
Bachelor’s Degree Preferred:
Master’s Degree Fields of Study Law, Compliance, Public Administration, Public Policy, Business, Transportation, or related field
Experience:
Minimum of 12 years of relevant professional experience in legal, compliance, audit, policy, risk management, or emergency preparedness At least 7 years in a managerial or supervisory capacity Experience with large-scale public sector or transit-related technology initiatives is a plus Desired Skills In either policy or law, excellent analytical and research skills Excellent communication skills, both oral and written, with the talent to communicate complex quantitative concepts in a clear and succinct way to internal stakeholders. Strong interpersonal skills with an established history of working on projects requiring group consensus and cooperation among people with no direct reporting relationships. Must be capable of building a strong and successful network, developing new relationships and influencing decision makers. Demonstrated ability to work in team and/or group settings, including team process and staff development skills. Ability to prioritize among competing needs and opportunities and manage multiple projects at the same time. Selection Method Based on evaluation of education, skills, experience, and interview.
