Deputy Town Clerk Tax Collector

TOWN OF FARMINGTON, NH

Farmington, NH 03835 Town of Farmington Deputy Town Clerk/Tax Collector Full-Time ($22.00/hr)

FUNCTION STATEMENT

Responsible for assisting the Town Clerk/Tax Collector with the day-to-day operations of the combined office as outlined by the New Hampshire Revised Statutes Annotated (RSA). In the absence of the Town Clerk/Tax Collector, they are responsible for planning, organizing, and directing both departments. The Deputy Town Clerk/Tax Collector, by extension, is responsible to the same RSAs as the Town Clerk/Tax Collector. The Deputy Town Clerk/Tax Collector must be a resident of the Town of Farmington.

ESSENTIAL DUTIES & RESPONSIBILITIES

Town Clerk Motor Vehicles & Boats

  • Process vehicle registrations and titles per New Hampshire RSA.
  • Verify documents are complete and correct for registering and titling vehicles.
  • Ensure residents obtain the appropriate forms and materials per the type and nature of the transaction.
  • Transfer monies daily to the NH DMV account.
  • Attend mandatory classes, both on-site and virtually. Dog Licenses
  • Process dog licenses per New Hampshire RSA
  • Issue licensing notices to residents for both new and existing dogs.
  • Process dog fines from the Farmington PD, including but not limited to violations and civil forfeitures. Vital Records
  • Create certified copies of vital records for authorized persons following New Hampshire RSA.
  • Maintain, store, and destroy vital records per New Hampshire laws and regulations. Elections
  • Register new voters and update existing voter registration information following New Hampshire RSA.
  • Accurately record files for the office and those required for each election.
  • Process, record, and maintain absentee ballots, including UOCAVA ballots, under New Hampshire RSA.
  • Assist in testing the ballot machine pre-election, running the election on election day, and post-election tasks such as storing cast and uncast ballots, recording tallies, and completing state-mandated forms.
  • Records meeting minutes for the annual Town Meeting. Tax Collector Water & Sewer Billing
  • Collect payments from residents connected to town water and sewer.
  • Create water and sewer bills quarterly per the rules and regulations set by the Water & Wastewater Department and the Board of Selectmen. Property Taxes
  • Create property tax bills per New Hampshire RSA.
  • Collect property tax payments. Liens
  • Collect lien payments from authorized persons.
  • Execute liens following New Hampshire RSA. Deeding
  • Execute deeds per New Hampshire RSA.
  • Assist property owners with setting up payment plans as needed. Abatements
  • Create abatements for taxes and bills following New Hampshire RSA.
  • Apply abatements approved by the Board of Selectmen. Department of Revenue Administration
  • Accurately and promptly complete forms required by the DRA when required, including but not limited to the MS-61 and MS-123. Other Duties and Responsibilities
  • Performs other related duties as required.
DESIRED MINIMUM QUALIFICATIONS

Education and Experience A high school diploma or equivalent and at least one year of general experience in an office environment are required. Knowledge, Skills, & Abilities

  • Ability to read, interpret, and follow technicalities and specifics of the RSA’s
  • Strong Microsoft Office and Windows skills, and the ability to learn new software quickly.
  • Strong typing skills. Ability to touch type moderate to difficult passages at 45 wpm at 90% accuracy.
  • Knowledge of accounting principles and procedures with an emphasis on strong money handling skills.
  • Ability to multitask, delegate, plan, and organize, with an emphasis on detail, consistency, and accuracy.
  • Ability to work well with the public, both in person and on the phone, including being able to handle difficult situations.
  • Ability to work independently and as part of a team.
  • A willingness to learn and the ability to seek and utilize resources.
  • Able to travel daily to the bank and occasionally for mandatory trainings, refresher workshops, week-long conferences.
SUPERVISION EXERCISED

Supervises the employees of the Town Clerk/ Tax Collector’s office, including seasonal help. Carries out supervisory responsibilities following the organization’s policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; and addressing complaints and resolving problems.

CERTIFICATIONS & LICENSES
  • Motor Vehicle – Municipal Agent Certification (mandatory after 30 days of employment)
  • Vital Statistics (mandatory within 60 days of employment)
  • SVRS (mandatory 3 months before the next election)
  • New Hampshire Notary (mandatory within 90 days of employment)
  • New Hampshire Justice of the Peace (preferred but not required)
NHTCA/NHCTCA

Joint Certification – (after 1 year in the position) (preferred but not required)
