JOB SUMMARY
The Finance Director is an executive, administrative position reporting to the City Manager. This position is responsible for planning, directing, coordinating, and controlling the budgeting, accounting, treasury management, billing, and collection of City revenues. Responsibilities include complex data analysis, budget forecasting, overseeing accounts and budgets, and making strategic financial decisions that will promote long-term financial wellbeing. Provides technical supervision to subordinates and participates in the formulation of and execution of broad financial policies. The position has considerable independence and latitude for discretion and authority to exercise professional judgment.
ESSENTIAL JOB FUNCTIONS
Plans, organizes, directs, and controls all financial procedures and methods; organizes, coordinates, and prepares the City budget; administers all treasury functions; responsible for designing, implementing, recording, and controlling all revenue collection, and administers all bond indebtedness of the City. Confers with and advises subordinates concerning challenging work problems in the development and installation of new work procedures and policies; approves and controls disbursement of all funds. Analyzes City fiscal policies, interprets data, formulates the recommendations for action by the City Manager, approves and controls contracts and financial obligations. Plans and effects the investments of all funds; collects, receives, and maintains custody of all funds. Directs and supervises the accounting division, reviews present accounting procedures and policies, and recommends changes or modifications which are designed to increase the efficiency and effectiveness of accounting operations. Coordinates overall accounting activities. Studies present accounting practices to ensure conformance with established policies and procedures; develops and modifies detailed accounting procedures, policies, and systems in order to meet the changing requirements of City administration. Advises Department Heads on accounting policies and interprets and applies them to various City functions. Performs special accounting studies and analyses of various activities of the City government. Prepares special financial statements and reports for the information and guidance of City officials, prepares quarterly reports of financial analyses and budgetary reports on the City’s operating funds. Directs annual audit and preparation of Annual Comprehensive Financial Report. Approves final accounts payables and purchase order electronic requests from all City departments. Participates in special projects as assigned by City Manager at the request of City Council. Performs other related job duties as assigned.
QUALIFICATIONS
Education and Experience:
Bachelor’s Degree in Accounting, Finance, Business Administration, Public Administration, or related field; eight (8) years of progressively responsible financial management experience, five (5) of which are specifically in governmental budgeting and management, including three (3) years of supervisory experience; or an equivalent combination of education and experience.
Special Qualifications:
• Valid Florida Driver’s License with acceptable driving record.
Knowledge, Skills, and Abilities:
• Knowledge of governmental finance, revenue administration, and other phases of fiscal management and budget control. Knowledge of principles, methods, and practices of accounting. Knowledge of the principles underlying the laws, ordinances, and regulations governing the financial operations of the City. Knowledge of modern business management practices. Skill in effective communication both verbally and in writing. Skill in the use of computers and applicable software programs. Ability to devise and apply modern accounting procedures. Ability to plan, organize, and direct the installation of accounting systems and procedures. Ability to analyze and interpret fiscal and accounting data. Ability to prepare appropriate statements and reports. Ability to establish and maintain effective working relationships with associates, City Staff members, and the general public. Ability to understand and interpret complex written and oral instructions. Ability to operate various office equipment such as, but not limited to, computer, copier, multi- line telephone.
PHYSICAL DEMANDS
The work is sedentary work, which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Requires standing or sitting for sustained periods of time; walking or moving from one work site to another; manual dexterity to pick, pinch, type, or otherwise work primarily with fingers; mental acuity including the ability to make rational decisions through sound logic and deductive processes; hearing to receive detailed information and to make the discrimination in sound; and the ability to express ideas by means of the spoken word and have close visual acuity.
