We’re tackling a broad range of public health issues with innovative policies and programs and getting exceptional results, but our work is never finished. The breadth of our innovative programs provides the widest range of choices for every member of our team. DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health, using grant funds from the Centers for Disease Control and Prevention (CDC). Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including
COVID-19.
This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations. The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant, but work will be supervised by DOHMH. This is a grant-funded position ending in November 2027.
Program Description:
The Center for Health Equity and Community Wellness (CHECW) aims to eliminate racial inequities resulting in premature mortality, with a focus on chronic disease, by addressing the social and environmental factors that impact health. CHECW works to increase placed-based investments in priority neighborhoods with community programming and services based on epidemiology; influence and leverage the health system to promote whole-person care; intensify the agency’s approach to tackling big salt, sugar, and tobacco; and finding innovative ways to improve the built environment and address other social determinants of health. CHECW is comprised of the Bureau of Bronx Neighborhood Health, the Bureau of Brooklyn Neighborhood Health, the Bureau of Harlem Neighborhood Health, the Bureau of Chronic Disease Prevention, the Bureau of Health Equity Capacity Building, the Bureau of Equitable Health Systems and the Bureau of Finance, Administration, and Services. CHECW seeks to create healthier neighborhoods by providing New Yorkers the information and resources they need to live healthy lives and work to remove health inequities between New York City neighborhoods that are the result of structural racism such as segregation and disinvestment and social capital. Public health emergencies are becoming more frequent and severe. And public expectations for emergency response have changed in terms of speed of response, level of communications, among other things. As such, DOHMH must become a more “response-ready” Agency to enable more effective and efficient emergency operations. This means strengthening the Agency’s overall systems, processes, and policies to ensure a strong emergency infrastructure to support priority CHECW preparedness needs identified from the
COVID-19
pandemic response and other previous emergencies. Emergency Preparedness and Response is a public health infrastructure foundational service, and DOHMH must build capability and capacity in this area to protect the public’s health. The Chief Medical Officer (CMO) works to develop and implement anti-racism policies and programs that advance health equity and accountability in partnership with Health Department divisions and health care delivery organizations. The CMO will raise visibility of the biggest health equity challenges and will move resources to the places, spaces, and programs that address them through collaboration with neighborhood-based and citywide health care delivery organizations. The Office of the Chief Medical Officer is seeking a detail-oriented Product/ Health Systems Manager to oversee data quality, governance, and strategic planning for the Provider Data Warehouse, currently managed through careMESH, our comprehensive healthcare provider directory platform. This role is critical to ensuring the accuracy, completeness, and reliability of provider data integrated from federal, state, and local sources into our cloud-based system. This project involves the development, maintenance, and validation of a centralized directory of healthcare provider data, designed for use by
NYC DOHMH
divisions in provider engagement, emergency communications, and other key programming. Currently hosted by a third-party vendor, careMESH, the warehouse integrates provider and facility contact information from a broad array of national, state, and internal sources into a single, accessible platform. It serves as the foundational system for provider engagement and supports critical emergency response efforts. T he Product/ Health Systems Manager Duties will
Include:
Product Owner of Provider Data Warehouse Prioritize use cases across the Health Department based on their potential impact, feasibility, and alignment with organizational goals and initiatives Translate those use cases into technical requirements as needed for a 3rd party vendor Lead the development and documentation of key use cases for the Provider Data Warehouse Engage with stakeholders to gather insights, ensuring the platform meets evolving needs and drives programmatic success Cross-functional Collaboration Work with internal teams to troubleshoot and resolve data issues Serve as the lead contact with the vendor for communicating new technical requirements Collaborate with external data providers to reconcile inconsistencies Engage with end users to gather feedback on data needs and functional requirements for improved utilization. Participate in strategic planning with divisional and agency leadership Data Quality Management and Improvement Develop, update, and implement comprehensive data quality protocols for the careMESH platform Conduct regular audits and assessments of data for accuracy, completeness, and consistency Identify recurring data discrepancies and implement corrective actions Define and track data quality metrics and KPIs to monitor system performance Implement process improvements to enhance data accuracy and reliability including conducting root cause analyses of persistent data quality issues Data Integration Oversight Coordinate the integration of provider data from federal, state, and local sources, in collaboration with the Office of General Counsel and IT Document data lineage and maintain data dictionaries Analyze the quality of incoming data sources and provide recommendations for improvement Quality Assurance Processes Create and maintain standard operating procedures for data validation Design and execute test cases to verify data integrity during system updates Develop automated and manual quality control checks Generate QA reports for stakeholders and agency leadership Data Governance Develop and maintain a comprehensive data governance framework Define and enforce data ownership, stewardship, and accountability across the organization Establish and implement data governance policies, standards, and procedures that align with regulatory requirements Lead data classification efforts based on sensitivity and compliance Design and implement access controls and authorization protocols Establish a data governance committee with cross-functional representation Create and maintain data governance documentation including policies, processes, and standard operating procedures Provide ongoing data governance training and awareness programs for staff
Qualifications & Requirements:
Bachelor’s degree in data science, information systems, healthcare informatics, or related field 4 + years of experience in product management and technology, preferably in healthcare or public health Strong knowledge of data quality methodologies and tools Experience with healthcare provider data structures and relationships Proficiency in SQL, APIs and data analysis tools Excellent analytical skills with attention to detail Strong written and verbal communication abilities
Preferred Skills:
Experience with cloud-based data management systems Familiarity with the NYC healthcare landscape Background in public health data systems Experience with data profiling and data cleansing tools Certification in data management or quality assurance

Additional Information:
This is a temporary grant-funded position ending in November 2027. This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date. Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties. This individual will be expected to work non-business hours during emergencies.
