The Chautauqua County Department of Mental Hygiene and Social Services is seeking a qualified candidate to fill one (1) full-time Personnel Relations Assistant position based in Mayville, NY. This is a key para-professional role focused on employee in-processing, payroll recordkeeping, and civil service employment administration. The successful candidate will work closely with management to support personnel-related processes and ensure compliance with county policies and labor regulations. This position offers the opportunity to contribute to a supportive and mission-driven environment while gaining valuable experience in public sector human resources operations.

Key Responsibilities:

Maintain and audit employee payroll information, including time/attendance, leave balances, deductions, and benefits Prepare and submit quarterly and annual reports to state and federal agencies Conduct new employee onboarding and ensure all required documentation is completed Perform clerical payroll tasks such as data entry, document filing, and manual recordkeeping Apply relevant rules, regulations, and labor contract terms to payroll functions Respond to employee inquiries regarding payroll, benefits, and employment records Complete employment and wage verifications for external agencies Act as a liaison to the County Human Resources Department and assist with related personnel duties May assist in preparing payroll bank transfer requests and reconciling related reports

Qualifications:

This position is being filled on a provisional basis pending the outcome of an upcoming Civil Service exam. Promotional (For Current Chautauqua County Employees Only): Must be permanently employed in the competitive class and have served continuously for one (1) year in one of the following titles: Senior Typist•, Operations Assistant, Operations Assistant (Human Resources), Operations Assistant (Spanish Speaking), Motor Vehicle Representative, Senior Clerk, Audit Clerk, Tax Clerk, or Legal Stenographer. Open Competitive (General Public): High school diploma or GED and one of the following: A. Associate’s degree (or higher) and two (2) years of clerical experience in Human Resources B. Four (4) years of clerical Human Resources experience C. A satisfactory equivalent combination of education and experience as defined in A and B above

Note:

Clerical HR experience must be a primary job function and include work in compensation/benefits, recruitment, employee relations, payroll/HRIS, or civil service administration. General office experience not primarily focused on HR functions does not qualify.
