Duties Description Under the general supervision/guidance, or with consultation, of higher-level labor relations staff, the incumbent will independently perform a wide range of duties in the administration of the labor relations program. Duties include but are not limited to:
- Administration of various negotiated labor contracts and agreements and DOT policies/procedures
- Conduct second-step grievance review meetings and prepare agency responses.
- Represent the Department in disciplinary matters, conducting agency level reviews of disciplinary grievances and represent the Department at disciplinary arbitration hearings.
- Prepare Employee Relations issuances (procedures, bulletins, etc).
- Participate and represent management in Labor/Management meetings
- Assist OER staff in preparing the State’s case at improper practice hearings before the Public Employment Relations Board.
- Serve as liaison with Office of Legal Affairs on issues involving employee relations activity.
- Supervise lower-level professional and clerical staff.
- Work closely with managers, regional administrative services staff, and subordinate staff regarding labor relations matters.
- May conduct sensitive and involved investigations and hearings.
- May conduct disciplinary proceedings pursuant to Section 75 of Civil Service Law.
- Other labor relations tasks as assigned.
- Travel required. Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations. The minimum qualifications required for this vacancy. Minimum Qualifications
- Although this position will report to Main Office, the incumbent may be assigned to work from a regional location and will be responsible for NYS Department of Region 10 and Region 11, which includes the following counties: Suffolk, Nassau, Queens, Kings, Richmond, New York and Bronx.
To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law. OR If there are three or fewer qualified candidates interested in appointment to this position a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Transportation and have one year of permanent competitive service as a Human Resources Specialist 2, (Labor Relations), Human Resources Specialist 2. OR If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position. The minimum qualifications for taking the next exam are: You must be a qualified employee of New York State and have had 45 days of permanent competitive or 55-b/55-c service as Either A. Human Resources Specialist 2 (Labor Relations); Or B. Human Resources Specialist 2 Only the title or titles listed are qualifying. To be eligible for a provisional appointment, candidates must have one year of permanent competitive service as a Human Resources Specialist 2, (Labor Relations), Human Resources Specialist 2.
