POSITION TITLE
Director of Human Resources The Huntsville-Madison County Public Library is a non-profit library system comprised of ten locations providing library and information services to the city of Huntsville and the surrounding Madison County area. HMCPL is seeking a Human Resources Director to lead HMCPL’s HR department. The selected candidate will be responsible directly for overseeing operations in all aspects of the human resources field to support the Library’s efforts to allow the public to safely and creatively to explore the universe of ideas and connect with our community and the world. The ideal candidate will be organized, highly knowledgeable about HR, and demonstrate reliability, knowledge, and enthusiasm towards the Library’s mission and goals.

AND COMPENSATION
This is a full-time, exempt, 40 hour a week position with a pay rate of $31.00 an hour. Benefits offered include health insurance, dental insurance, vision insurance, life insurance, long-term and short-term disability, and MPP and 457(b) retirement plan options. General schedule is Monday through Friday.
GENERAL STATEMENT OF DUTIES
This is highly responsible administrative work responsible for the administration of policies, procedures, and programs including but not limited to recruitment, benefits, employee relations, workers compensation, classification and salary administration, insurances, employee development, and retirement in order to support Library staff and the overall mission of the Library. This position is classified as Exempt for the purposes of the Fair Labor Standards Act.
SUPERVISION RECEIVED
: Works under the direction of the Executive Director.
SUPERVISION EXERCISED
: Responsible for issuing instructions to HR Generalist, support staff as well as managerial staff at multiple locations as needed.
ESSENTIAL JOB FUNCTIONS

Acts as a team leader in fulfilling the
Library’s Mission Statement:
“This is the public’s library. We empower individuals to create their own futures, explore the universe of ideas, and connect with our community and the world.” Advises staff at all levels on Library policy definition and application, as well as applicable state and federal laws and guidelines.
Specialized Expertise:
Prepares, reviews, maintains and revises the Library’s job descriptions. Supervises the performance of job audits and the analysis of individual positions and classes of positions; prepares recommendations on position reclassification when necessary. Procures and supervises the conduction of pay surveys and pay comparisons for specified jobs; analyzes pay plan issues; supervises the gathering of cost of living data. Manages the analysis of issues and grievances related to working conditions, disciplinary actions, and classification disputes; recommends action and negotiates matters related to employee relations problems. Interprets personnel policies for employees, administration, Library Board members, public officials, and the general public; proposes revised and new policies, procedures and regulations with the assistance of legal counsel; serves on the Policy Committee. Contributes to the development of employee communication strategies. Reviews employment procedures and practices and confers with legal counsel to ensure compliance with all federal, state and local laws, ordinances, rules and regulations. Represents the Library on unemployment compensation claim matters. Collaborates with library staff SMEs and administration regarding the development, implementation and maintenance of training and development programs for the Library staff. Collaborates with the Library’s Payroll & Benefits Specialist regarding the maintenance of the Library’s various benefit programs and providing pertinent information regarding those programs to all employees. Prepares government reports as needed. Prepares responses to EEO complaints and confers with legal counsel as necessary. Supervises recruitment, testing, and employee selection activities; conducts studies to evaluate and improve selection procedures; supervises the development and implementation of orientation for new hires. Supervises a complex system of employee records and coordinates system maintenance.

Participates in special projects and performs additional duties as required.
PHYSICAL DEMANDS
Requires sitting at a computer for extended periods of time. May also require standing, walking, reaching, climbing, stooping, and lifting/carrying items generally not exceeding 20 pounds. Must possess the vision required to read printed materials and a computer screen. Must possess the ability to hear and speak both in person and over the telephone. Finger dexterity if needed to access, enter, and retrieve data using a computer. Reasonable accommodations may be made to enable individuals to perform the essential functions.
WORK ENVIRONMENT
Generally involves everyday risks or discomforts which require normal safety precautions typical of office environments. May interact with upset staff and/or members of the public.
MINIMUM QUALIFICATIONS
:
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of the principles of personnel administration; thorough knowledge of the principles and practices of human resource management; considerable knowledge of library organization and operation; considerable knowledge of strategic planning and implementation; ability to analyze and solve major problems; ability to develop data and recommendations influencing policy; complete competence in oral and written communications; ability to establish and maintain effective working relationships with superiors, subordinates, associates, corporate representatives, officials of other agencies, and the general public; proficiency with current computer and internet technology as well as knowledge of evolving technological developments within the library industry.
EXPERIENCE AND TRAINING
: A Bachelor’s Degree in from an accredited college or university with major course work human resources, personnel, public or business administration, or a related area and at least three (3) years of supervisory experience in a human resources capacity; or any combination of education, training, and experience which provides a demonstrated potential for performing the above listed duties of the position is required.
