JOB ASSIGNMENT
This full-time position follows a regular Monday through Friday (37.5 hours per week) work schedule with the opportunity to allow a hybrid work schedule consisting of three (3) days in-office work at the Center for Schools and Communities office located in Camp Hill, PA location and two (2) days telework from home and/or approved off-site locations. In addition, face-to-face interaction with clients, meetings and trainings may be required on days deemed as teleworking days. Certain requirements, based upon CSIU telework policy and administrative regulations, must be met. The CSIU has the right to cancel or suspend the employee teleworking privileges at any time, for any or no reason due to the requirement of the CSIU and client needs.
ORGANIZATIONAL RELATIONSHIP
The Director of Family reports directly to the Center for Schools and Communities Assistant Director. and in their absence, to the Chief Programs Officer.
JOB DEFINITION
The Director of Family Support has primary responsibility for the planning, development, implementation monitoring, and oversight of sustainable, revenue-generating initiatives and statewide projects related to family strengthening, prevention of child maltreatment, promotion of child and family well-being, home visitation, promotion of family engagement and leadership, community partnerships, related projects, and serves as the Director of the Parents as Teachers state office. Program responsibilities include collaboration and networking with key stakeholders, positioning the Center for Schools and Communities (CSC) / CSIU as a thought leader in the field, and resource development activities. Management tasks include providing overall strategy, guidance, fidelity monitoring, professional development and implementation support to Parent as Teachers (PAT) programs, Children Trust Fund (CTF) grantees and Strengthening Families work, specifically the Strengthening Families Leadership Team.
This includes:
developing and adhering to project timelines, establishing objectives and evaluating outcomes; fund development and sustainability planning, fiscal management; and the responsibility of monitoring daily operations, supervision of Family Support professional and contracted staff, and serving on the leadership team at the Center for Schools and Communities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Project Development and Planning:
Serves as the Director of the Parents as Teachers state office and is responsible for the oversight of strategic revenue-generating initiatives that sustains the PAT State Office as a statewide leader in family strengthening and supports.
Develop a strategic plan with goals and outcomes that sustain the work for Children’s Trust Fund (CTF), Strengthening Families (SF), and family engagement, asset-oriented community building efforts, and Parents as Teachers (PAT) state office.
Prepare and manage concept papers, course outlines, and learning objectives for new course offerings to support scalability and partnership development, and offer courses through the national PAT office.
Seek to understand local, regional and state issues and challenges in order to develop strategies to assist in appropriate planning and delivery of services.
Develop and ensure that annual work plans are designed to fully meet contract deliverables for each project.
Conduct ongoing research and provide a central clearinghouse for disseminating effective practices, data, and strategy information.
Project Management and Supervision:
Organize the job responsibilities, interview, recommend for employment, supervise, evaluate, and prepare appropriate staff development plans with professional and contracted staff.
Manage the activities of the family support services and the PA PAT State Office by overseeing implementation of professional learning and support services that provide robust services and address program and model fidelity including regular communication with programs, site visits, data collection, continuous quality improvement plans, performance review guidance, and continuous quality improvement processes with CTF and PAT programs.
Oversee, grow and promote high-quality professional development and implementation support, technical assistance, and consultation services for family support organizations.
Conduct regular individual and team staff meetings to facilitate communication and project implementation, including assistance with special projects.
Supervise development and delivery of comprehensive professional development for family support professionals as determined through feedback from implementation support and customer surveys, including annual meeting/conference, PAT core courses, Knowledge Studio courses, and other programs.
Data Collection/Evaluation:
Oversee appropriate evaluation methods and data collection instruments for each initiative to demonstrate effectiveness. Ensure the completion of summary reports of compiled data.
Manage project and professional development assessments and follow-up of reports from local stakeholder courses to understand effectiveness and plan for continuous quality improvement and implementation support.
Utilize quality assurance tools to ensure consistent delivery of products, including assessment of status in meeting PAT State Office Essential Requirements.
Create reports using data to disseminate to funders and the field as appropriate.
Assist the CSC Assistant Director and other relevant staff in developing appropriate evaluation methods and data collection instruments to demonstrate effectiveness and assess customer satisfaction of professional learning, consultation services and other projects.
Information Processing:
Prepare and/or manage the preparation of monthly, quarterly and annual reports on project activities. Assure compliance with reporting and contract standards.
Maintain contact with local programs and networks. Prepare regular correspondence to the field. Review and distribute regulation directives and other information pertinent to project operations.
Develop and implement a strategic communications plan, in coordination with Communications department, that promotes and communicates the family strengthening and support vision, policy and advocacy agenda to multiple stakeholders.
Increase public awareness of the PAT State Office and course offerings, support services, and family support issues such as family strengthening, child maltreatment, evidence-based home visiting (PAT) through presentations, print, radio/TV, marketing materials, resource guides, digital communications, and social media.
Respond to media requests for interviews in collaboration with the Communications Director and the Chief Programs Officer.
Statewide Intermediary/Liaison:
Represent the interests of and advocate for family strengthening and support programs, prevention of child abuse and neglect and evidence-based home visiting within selected advisory boards, networks, and at appropriate meetings, conferences, and other events.
Present and participate in presentations about work at state and national level meetings and workshops.
Develop and maintain strong relationships and work collaboratively with state government (Office of Child Development and Early Learning, Department of Human Services, Office of Children, Youth and Families, Department of Health and Department of Education), private funders, state and national networks and the legislature.
Develop and maintain relationships with the PAT, CTF, Strengthening Families partner agencies and stakeholder organizations, such as Childhood Begins at Home, Thriving Families, One Book, etc., to assure that family support staff provide the most current information, resources, and convey best practices to the field.
Build and maintain a statewide network of PAT affiliates and subscribers, including outreach to potential program sites with start-up guidance and support.
Coordinate and facilitate the work of the PA PAT Advisory Committee.
Serve as the primary liaison with Parents as Teachers national center and Children’s Trust Fund (CTF) Alliance.
Inter-project Coordination:
Conduct prudent fiscal management of budgets.
Assist the Chief Programs Officer in determining family support services needs for allocation of resources related to staffing, space, equipment and supplies to meet deliverables and make positive impact in the field.
Initiate and facilitate changes to improve family support services through effective communication, collaboration and interdisciplinary problem solving.
Work cooperatively with other CSC managers and supervisors to promote coordination of resources and services, as well as maintenance and growth of CSC as whole.
Pursue ongoing revenue strategies that procure sustainable funding for Family Support initiatives, CSC, and CSIU.
PROFESSIONAL DEVELOPMENT
Attend conferences, trainings and professional development opportunities in order to stay current in the field including but not limited to: CSIU supervisory trainings and PAT State Leaders, CTF Alliance, HOPE, national home visiting, national family leadership.
Participate in CSC staff and Managers/Leadership meetings, CSIU Leadership Roundtable supervisory meetings, PAT State Leaders, and special meetings and/or task force meetings.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES
Other related duties as assigned by immediate supervisor or designee.
EDUCATION, EXPERIENCE AND SKILLS
Minimum requirements are a Master’s degree in education, social work or related field and minimum 10 years’ work experience of in cross systems work and family engagement or program planning/development, or program management/collaboration. Will consider a Bachelor’s degree in education, social work or related field and a minimum of 15 years’ work experience with experience of in cross systems work and family engagement or program management.
Minimum three (3) years in a supervisory role. Five (5) years is preferred.
Experience with Parents as Teachers (parent educator, coach, family development specialist or supervisor).
Experience with fiscal management, budgeting and oversight, grant seeking, writing and management, project management, and compliance.
Understanding of adult theories of learning and organizational training, including experience in developing training and group facilitation/training skills (with an understanding and appreciation of different types of adult learners and learning styles).
Excellent interpersonal and written communication skills, including public speaking experience.
Knowledge of human service, education and health systems and programs and experience working with state government.
Understanding of group dynamics and its impact on organizational change.
Ability to prioritize, manage and organize multiple activities.
Ability to work independently and willingness to be a team player.
Ability to develop and maintain positive relationships with colleagues and clients both internal and external. Must maintain a high level of professionalism, integrity, trust, and confidentiality.
Excellent writing skills, including experience in writing for professional publications including resource and research articles, grants, web newsletters and correspondence.
Experience with work involving families, community-based services programs and early childhood and education agencies and systems.
Knowledge of processes related to government funding and educational agencies.
Excellent research skills, utilizing the internet, as well as print and other credible sources. Understanding of program evaluation and methodologies.
Proficient in Microsoft Office and other applications (Word, Excel, PowerPoint, Google, Outlook, Zoom, Teams).
Experience in developing new and sustainable funding streams preferred.
Understanding of data collection, analysis, and reporting using platforms such as Customer Relationship Management (CRM) software preferred.
Proficiency in utilizing vetted artificial intelligence (AI) is preferred and ability to enhance these skills will be required.
ADDITIONAL ELIGIBILITY QUALIFICATIONS
Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours of training every five (5) years.
PHYSICAL REQUIREMENTS

TIME AND SITE REQUIREMENTS
This is a full time exempt middle manager position following a 12 month, 260-day schedule.
Some overnight travel for site visits, meetings, training events and conferences.
Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor.

All property, including intellectual property, materials, equipment or actual products and services developed or accrued as part of the job duties and responsibilities listed above, is the property of the CSIU. It may not be used for personal profit or gain and will be relinquished to the CSIU upon termination of employment from the CSIU. The person employed in this position shall maintain confidentiality with regard to the personal and private information about clients and coworkers, programs and services and any other proprietary information accrued as a result of CSIU employment or as required by state or federal laws and regulations.
The person employed in this position must adhere to all requirements identified in the code of professionalism entitled “Ambassadors Are Professionals, Too” and CSIU Administrative Regulation 317-AR-1 CSIU Service Standards.
MANAGEMENT REQUIREMENTS
As a supervisory/management staff member, this position is also responsible for representing the CSIU in public networking and partnership activities by maintaining knowledge about and promoting CSIU programs and services and by relaying information about potential grant or other funding sources to appropriate CSIU staff members.
