JOB SUMMARY

The City of Birmingham is seeking a Social Services Director. The Social Services Director is responsible for organizing and overseeing the social work services provided by their organization. An employee in this position oversees various training programs (e.g., domestic violence) provided by their staff, analyzes departmental performance data, reviews and updates departmental policies and procedures, conducts state-mandated quality assurance audits, and attends professional development events (e.g., conferences, workshops). As a supervisor of subordinate personnel, the Social Services Director assigns and reviews work, administers performance appraisals, provides work-related feedback, and makes recommendations for disciplinary action when needed.

QUALIFICATIONS

The following are job-related qualifications that are required for employment consideration for this position: Possession of one of the following Social Work licenses: Licensed Master Social Worker (LMSW), Licensed Independent Clinical Social Worker (LICSW), or Private Independent Practice (PIP). Experience providing guidance to staff in a social work environment (e.g., giving feedback, reviewing documentation). Experience developing and/or implementing departmental policies and procedures.

PREFERRED QUALIFICATIONS

The following are job-related qualifications deemed desirable by the City of Birmingham. These qualifications may be considered by Birmingham when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes. Experience working in an organization that conducts evaluations/audits of social work-related services (e.g., quality assurance audits). Experience applying and/or managing state or federal grants. Experience making appropriate client referrals (e.g., evaluating clients, conducting risk and needs assessments). Experience working in a court/judicial system.

TYPICAL JOB DUTIES

Participates in and ensures completion of administrative functions by writing reports, collecting performance data, conducting quality assurance audits, and updating policy/procedures in order to monitor progress towards attaining organizational goals and objectives and to fulfill mandates from oversight agencies and the law. Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines. Establishes and manages relationships with the community and external agencies by responding to client/citizen requests, facilitating training/education events, hosting professional development opportunities, and networking with other professionals in the industry in order to promote the departmental mission and to create working relationships that will enhance client services. Defines and implements departmental goals by implementing strategic planning objectives, creating policies/procedures, reviewing relevant regulations, and monitoring feedback in order to provide vision and direction for the department in a manner that is consistent with professional standards, and local/state/federal mandates. Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training. Monitors and evaluates the placement of clients within court-ordered group programs to ensure that appropriate services are provided. Updates clients’ progress in confidential case files for documentation purposes. Conducts and oversees administration of quality assurance audits mandated by the state to ensure that departmental services comply with state regulations. Reviews and evaluates changes in federal/state laws, regulations, and standards (e.g., delivery of services, the nature of interventions, makeup of programs) in order to assess the potential impact they may have on departmental processes.

PHYSICAL DEMANDS

Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.

WORK ENVIRONMENT

Work is conducted almost exclusively indoors in an office setting. Work involves use of standard office equipment, such as computer, phone, copier, etc.
