Director of Child and Family Services Lancaster Recreation Commission Position Summary:
The Director of Child and Family Services is a senior leadership role responsible for overseeing the design, implementation, and administration of comprehensive childcare programs, including early childhood education, school-age care and summer camp services. The position is responsible for the operation of all School Age Care and Early Childhood Education programs at Lancaster Rec, including but not limited to School Age Care and summer camp, the Lancaster Rec Child Care Center at McCaskey, Pre K Counts, Early Head Start, Head Start, Keystone STARS and preschool summer camps. This role supervises and supports a team of 50 to 70 part-time staff across multiple locations and ensures the highest standards of safety, quality, and compliance with Pennsylvania State regulations. This position is directly responsible to the Executive Director of the Lancaster Recreation Commission. Salary is $65,000 to $85,000 depending on experience, plus full benefits package.
Essential Duties and Responsibilities:
Lead a team of Child and Family Service administrative and program staff in support of operational excellence and work toward developing staff members through effective coaching, feedback, exerting accountability, and an ethical workplace. Work closely with the executive leadership of the Lancaster Recreation Commission to execute a strategic vision for the organization. Directly supervise Child and Family Service administrative staff and oversee program staff including the McCaskey Child Care Director, Lead Teachers and Assistant Teachers, School Age Care Group Supervisors and Assistant Group Supervisors, as well as Summer Camp Directors and Staff. Hire, certify, train and supervise Child and Family Service administrative staff providing feedback and coaching; appraising performance; and addressing issues. Develop and manage annual program budgets in collaboration with the finance department. Ensure that all childcare staff receive the required education training for Keystone Stars, PA Department of Human Services (DHS) and program specific training such as PreK Counts, Head Start and Early Head Start. Oversee licensing procedures for DHS and Keystone STARS. This includes certification, STAR designation, reporting and applying for and managing grants. Oversee department staff to prepare and implement Continuous Quality Improvement plans annually and evaluate program outcomes. Plan, organize, implement, coordinate and evaluate the Early Childhood, School Age Care and childcare programs of the Lancaster Recreation Commission, in partnership with the School District of Lancaster. Oversee administrative staff work with families to recruit and enroll children, support learning at home, address any issues and collect delinquent accounts. Attend all training and state meetings for Early Childhood and School Age Care. Notify immediately appropriate agencies and follow established procedures when there is evidence of child abuse, child neglect, severe medical or social conditions. Develop and maintain handbooks for staff and families. Represent the Lancaster Recreation Commission at relevant partner meetings. Oversee special events and family events as they occur.

Knowledge and experience in school age childcare and early childhood education Awareness of the needs, capacities and education of urban children Ability to empathize and function/communicate in a multi-lingual, diverse setting Capacity to work under pressure; organize, plan and prioritize multiple work activities; and meet deadlines with attention to detail and accuracy. Effective presentation skills when addressing students, staff, parents and the community including appropriate vocabulary and examples. Understanding of PDE, the local educational system and community partner organizations Understanding of Department of Human Services regulations Strong partnering skills with the ability to develop effective relationships. Self-motivated and able to work effectively with little supervision. Excellent verbal and written communications skills, well-developed networking, presentation and facilitation skills. Demonstrated ability to solve problems, think strategically, positively influence others, and foster teamwork to achieve results. Knowledge of and promotion of legal and ethical behavior in relation to education and special needs of students. Ability to understand the development, monitoring and analysis of financial reports. Skills in teaching, coaching, and providing feedback to staff. Proficiency with Microsoft Office Software (Outlook, PowerPoint, Excel, Publisher, and Word). Experience with Early Education Programs (Pelican, Keystone STARS FTE, and Work Sampling Online.)
Education and Experience Qualifications:
A bachelor’s degree in education, Child Development, Social Work, Public Administration or a related field. (PA Director’s Credential and master’s degree preferred.) Minimum of 5 years of progressively responsible work experience are required, showing evidence of staff leadership and management, managing childcare and early childhood education settings, cultivating partnerships with relevant support agencies and budgeting. A strong background in the early or school age learning standards, curriculum, working with the Department of Human Services, Office of Child Development and Learning, the Department of Education and Keystone STARS is necessary. Certification in Early Childhood Education, School Age or Special Education is also preferred. Demonstrated experience managing large teams , including supervisory and HR functions. Strong organizational, interpersonal, and conflict resolution skills. Ability to manage multiple sites and priorities with flexibility and attention to detail. Experience in working in diverse communities or bilingual abilities preferred. A valid state driver’s license and successful passage of all required background clearances is required .
Working Conditions and Physical Requirements:
Frequent travel between program sites is required. Occasional early morning or evening hours and holidays, as needed. Ability to lift up to 25 lbs. and remain active for extended periods of time.
