Perform supervisory and administrative work in the operations of the shelter including ensuring the implementation and observance of applicable laws, policies and regulations governing shelter operations. Additional duties include creating daily assignments; monitoring work performed by shelter staff, Vet Tech and a Processing Assistant III, providing training, coaching and consultation, and taking appropriate actions to resolve issues as they arise. The work schedule for this role may include hours during non-standard business hours.

Essential Functions and Responsibilities include:

Manages the daily operation of the shelter in accordance with Federal, State, County and shelter policies and procedures. Ensures compliance with NC Department of Agriculture license regulations, NC Animal Welfare Administrative Code, and the NC Animal Welfare Act. Assists with preparation of shelter budget; monitors and operates within budgetary guidelines. Oversee shelter staff, Vet Tech, and processing assistant which includes scheduling, delegating, monitoring completion of work tasks, training on risk mitigation, safety precautions, safe animal-handling, and evaluating staff performance. Provides a positive example regarding work ethic, attitude, professional ethics, policies/procedures, interpersonal interactions, and mutual respect. Monitors animal care which includes cleaning, feeding, daily enrichment, reclaims, admissions, euthanasia, client services, and ensuring the animals receive proper care and facilities are properly sanitized and maintained. Manages the shelter population to ensure efficient and effective animal flow, disease control, and rapid movement of animals through the facility. Works closely with the Veterinarian to address any ongoing medical conditions and outbreaks of disease and/or illness. Assists with the maintaining of records in compliance with retention schedules published by the Department of Natural and Cultural Resources, Division of Archives and Records. Conducts inventory audits, order shelter supplies and create par levels based on product usage and reorder turnaround times. Maintains animal shelter and adoption center by performing light maintenance or scheduling repairs when necessary. The responsibilities and duties outlined above are intended to provide a general outline and summary of this role. Supervisory Responsibilities:

Supervisors and Managers play a critical role in ensuring operational efficiency, team productivity, and organizational success. Divisional supervision is exercised over shelter staff, vet tech, and processing assistant. Key areas of responsibilities include but are not limited to: Team Management, Performance Monitoring & Feedback, Training & Development, Recruitment & Hiring, Onboarding, Termination & Disciplinary Actions, Compliance & Policy Adherence, Problem Solving & Communication, and Workforce Planning & Delegation.

Education & Experience:

Associate’s degree with coursework in animal science, shelter management, business or public administration, or related field and 4 years of experience. Where 2 years of related experience equals 1 year of schooling. Related experience assumes a similar role in the care of animals, shelter management, animal services program development, adoption, rescue spay/neuter programs, animal health or public animal shelters. Must have previous supervisory experience in a similar professional environment.

Knowledge, Skills, and Abilities:

Ability to lead, supervise, train, evaluate, coach/discipline, schedule, and address challenges with employees and volunteers. Ability to develop and oversee programs that support department goals for positive outcomes for animals and animal welfare needs in the community. Skilled in using a variety of modern software systems to maintain electronic records, appointments, schedules, and create reports to ensure accurate/detailed data and evaluate overall program management. Knowledge of fear-free animal handling techniques and basic animal care. Ability to train volunteers, customers and staff in basic animal handling to ensure appropriate care of animals. Ability to effectively communicate professionally both verbally and in writing utilizing conflict management skills and possessing excellent listening skills. Ability to read, interpret, and follow laws, policies, and procedures. Ability to utilize critical thinking, apply good judgment, adapt to changing situations and use discretion in high stress situations. Ability to remain composed under stress and provide constructive feedback to staff when required with tact, fairness, and diplomacy. Work Environment /

Work regularly requires standing, walking, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and pushing or pulling. Frequently requires stooping, kneeling, crouching or crawling and lifting and occasionally requires sitting, climbing or balancing, smelling and repetitive motions. Vocal communication is required for conveying detailed or important instructions to others accurately, loudly or quickly. Hearing is required to perceive information at normal spoken word levels. Work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities. Work regularly requires exposure to wet humid conditions (weather and non-weather), exposure to fumes or airborne particles and exposure to outdoor weather conditions. Frequently requires working near moving mechanical parts and occasionally requires exposure to toxic or caustic chemicals, wearing a self-contained breathing apparatus and exposure to bloodborne pathogens and animal dandruff and may be required to wear specialized personal protective equipment. Work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic). Work may require hazardous conditions such as aggressive animals and zoonotic diseases.

License & Certifications:

Certified Euthanasia Technician (North Carolina Dept. of Ag.) within 6 months of hire Certified Rabies Vaccinator (North Carolina Dept. of Ag.) within 6 months of hire Fear Free Certification obtained within 6 months of hire Valid driver’s license and insurable driver’s record

Work Location:

This role must work from the location identified at the time of hire with work travel required as needed. Any change of work location, even on a short-term or interim basis, must be reviewed by the Supervisor and HR for approval.
