Utility Manager 3:16 Clearing and Grading LLC 45 Harper Ln, Waco, GA 30182 Overview The Utility Manager is responsible for overseeing the planning, coordination, and execution of underground utility operations, including water, sanitary sewer, and storm drainage installation. This position will manage multiple crews, ensure compliance with regulatory and safety standards, coordinate inspections, and maintain schedules and budgets. A current Georgia Utility Manager License is required . Responsibilities Supervise and schedule utility crews for water, sewer, and storm system installation. Review construction plans, specifications, and utility shop drawings; identify conflicts or risks before work begins. Coordinate with project managers, site superintendents, developers, municipalities, and inspectors. Ensure all utility work complies with local and state codes, permits, and safety standards. Schedule and oversee pressure tests, air tests, mandrel pulls, infiltration/exfiltration tests, and inspections. Manage material procurement and coordinate deliveries with suppliers. Maintain documentation and field records including as-builts, redlines, daily reports, and inspection sign-offs. Train and mentor field staff on proper installation techniques and safety procedures. Ensure job sites are maintained in clean and safe condition; enforce erosion control BMPs and traffic control.

Qualifications Required:

Valid Utility Manager License in a supervisory or managerial role Strong working knowledge of municipal utility construction standards and GDOT, or equivalent standards Ability to read and interpret civil site plans, profiles, and detail sheets Proficient with layout, grade stakes, laser levels, and pipe laser usage

Preferred:

OSHA 10 or 30 Certification Confined space and trench safety training Erosion control certification (e.g., GSWCC Level 1A or 1B in Georgia) Experience with Bluebeam, Pro Core, Microsoft Excel, and construction management software
