Site Safety and Health Officer (L1 SSHO)

Scope of Position:

Charged with developing, executing, and continuously improving the contractor’s integrated Safety and Health Program in strict accordance with

EM 385-1-1, OSHA CFR

standards, and GLWACH safety directives. The L1 SSHO leads proactive hazard identification across all O&M activities, establishes controls to eliminate or mitigate risks, and fosters a safety culture through coaching, safety-by-design workshops, and real-time performance feedback. This role also manages coordination with U.S. Army Preventive Medicine, conducts targeted safety drills, and directs incident-command responses for complex emergencies.

Tasks and Capabilities Required:

Program Development & Monitoring:

o Draft, peer-review, and update the Site Safety and Health Plan, incorporating Facility Condition Assessment (FCA) findings and “lessons learned” from prior contract phases. o Perform daily high-hazard-area inspections (e.g., Central Plant, Lab Spaces, Mechanical Rooms); issue and track safety deficiency reports through closure via the contractor’s digital safety management system. o Organize and facilitate monthly Joint Safety Audits with government safety officers, documenting findings, corrective-action deadlines, and verification of corrective effectiveness.

Training & Competency:

o Develop and deliver role-based safety curricula covering OSHA 30-hour topics, EM 385-1-1 supervisory training, Fall Protection, Lockout/Tagout, Confined Space Entry, and Hazardous Materials handling. o Coordinate quarterly multi-trade safety stand-down events, integrating hands-on drills and tabletop exercises for incident-command readiness.

Incident Response & Reporting:

o Oversee the incident-command system during emergencies (e.g., chemical spills, equipment failures, fire alarms), providing on-scene leadership and coordinating with on-base fire, EMS, and preventive medicine units. o Lead root-cause analyses (TapRooT®, 5-Why) for all recordable incidents and near-misses; develop, implement, and monitor corrective-action plans, reporting progress in weekly safety-performance dashboards.

Regulatory Liaison:

o Serve as the contractor’s single point-of-contact for

TJC, DLA

Safety, and OSHA during formal government inspections; prepare and present safety metrics, training records, and program documentation.

Mandatory Experience and Certifications:

Valid OSHA 30-hour card and completion certificate for 24 hours of specialized SOH training within the past five years. Minimum five (5) years’ cumulative safety leadership experience on similar DoD or healthcare-facility contracts. Competent Person certification per

EM 385-1-1

§ 2-3 and Fall Protection Supervisor credentials. Experience conducting TapRooT® or equivalent root-cause analyses and managing digital safety management systems.
