MAIN DUTIES AND RESPONSIBILITIES

The Facility Security Officer (FSO) is responsible with the implementation of the company’s industrial security program and ensuring company and customer security requirements are met. The successful candidate will independently interface with all levels of Birdon America personnel and government security personnel to ensure contract security compliance with National Industrial Security Plan (NISP) as directed within the NISPOM, Contract Security Classification Specification (DD254) and applicable program Security Classification Guides (CSGs). The position requires a self-motivated candidate who can work independently, or in a team environment with minimal direction. The candidate will be required to conduct DCSA security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet security requirements. Collaborate with the Chairman, Board of Directors, and the Government Security Committee (GSC) in the implementation of company security program in accordance with the NISPOM (DODM 5220.22-m, 32 CFR, Part 117). Management of Birdon’s security clearance program, using NISS and DISS; maintain clearances for selected employees. Accountability to ensure that Birdon, monitors, controls, and secures documentation, information, files that relate to ITAR (International Traffic in Arms Regulations) information. Development and management of security training program for all Birdon employees; annually and for new employees during onboarding; coordinate with the VP, People & Culture for training certifications within Birdon’s personnel ADP system. Satisfaction of all reporting requirements in

in accordance with

DNI SEAD 3

; thorough review of security program using DCSA checklist; upload/submit to DCSA upon completion. Participation in company’s Insider Threat Working Group (ITWG) supporting

DODD 5205.16.

Reporting of foreign travel in DISS, and to Government SSO as required for Cleared personnel. Interaction with the DCSA-assigned Industrial Security Representative (ISR); serve as POC for DCSA information distribution and requests; participate in DCSA security meetings. Management of classified visit requests in DISS and on visited site-specific forms and websites, as required. Process US Government Non-Disclosure Agreements (SF 312’s) for cleared personnel. Execute initial security briefings for new employees, annual refresher briefings, and debriefings for departing employees. Manage Birdon’s export control program requirements to include: Program specific ITAR data/document security, handling, control, and storage; coordinate with the VP, Technology for compliance with Birdon’s IT infrastructure requirements for ITAR programs. Manage Birdon’s export control licensing requirements for specific Programs and Birdon, to include Technical Assistance Agreements (TAA’s), DSP-5 Individual Export Control Access License, JCP’s (US-Canada Trade Licenses). Ensure that Birdon’s, SSA and FCL is obligations are maintained all times fully compliant and operated to the highest audit standards, including Export Licensing requirements. Interaction with the DCSA-assigned Industrial Security Representative (ISR); serve as POC for DCSA information distribution and requests; participate in DCSA security meetings.

EXPERIENCE

Minimum 5 years of experience in Industrial Security sector; preference in maritime industry. Be able to retain the secret level clearance required for the FSO role as required by Defense Counterintelligence and Security Agency (DSCA). FSO certification with minimum 5 years of experience as an FSO. Previous export control management experience. Ability to work independently with little or no supervision. Strong interpersonal and presentation skills along with the ability to communicate effectively with others at all levels of the organization. Ability to establish and maintain strong relationships across the business.

EDUCATION

Bachelor’s degree and 5 years’ experience in security related area.

Active Secret Security clearance (minimum•current security clearance can be transferred to Birdon America).

REQUIRED SKILLS

Commitment to security•creating and delivering the highest value to the company. Be able to interpret company and government security policies and apply them to security operations. Provide clear guidance to company employees and recommend modifications to operations policies or procedures as appropriate. Thorough working knowledge of the NISPOM, other relevant DoD security guidance as well as the Intelligence Community Directive (ICD) standards.

Administer day-to-day security programs:

personnel processing, program reviews, document control system, audits & self-inspections, violation investigations & reports. Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate. Ability to develop and establish an effective security awareness, training, and education program. Experience with export control compliance and management, to include export control licensing requirements (TAA’s, DSP-5’s, and JCP’s). Strong communications skills, both oral and written. Strong interpersonal relationships with peers, senior management, and external contacts about the role’s functional areas of expertise. Strong written and verbal skills. Ability to work independently with little supervision.

WORKING CONDITIONS
