Job Description:
The Outside Plant (OSP) Operations Manager will oversee the planning, implementation, and maintenance of the BalsamWest outside plant infrastructure. The OSP Manager will play a crucial role in ensuring the reliability and efficiency of our outside plant infrastructure and need to be experienced and detail-oriented to achieve this. OSP Manager will be responsible for managing a team of technicians, splicers, and contractors, and coordinating the construction, installation, and maintenance activities of our outside plant network. Your goal will be to ensure projects are completed timely, reliable operation of our outside plant facilities, and to meet the organization’s connectivity needs. The OSP Operations Manager will report to the Director of Outside Plant & Field Operations. The following duties are typical but not-all inclusive: Lead and manage a team of technicians involved in outside plant operations, including hiring, training, coaching, and performance management. Provide clear direction and guidance to the team, ensuring they adhere to safety protocols, quality standards, and project timelines. Foster a positive work environment that promotes collaboration, professional growth, and high employee morale. Be available after-hours and weekends, on-call as needed and assist personnel if necessary to address break fixes or troubleshooting fiber performance issues. Develop and implement strategies for the construction, installation, and maintenance of outside plant facilities, ensuring they align with the organization’s goals and objectives. Collaborate with engineering and design teams to plan and design outside plant networks, including fiber optic cables, conduits, and associated infrastructure. Oversee the installation and testing of new outside plant equipment and ensure compliance with industry standards and regulations. Regularly assess the condition of the outside plant infrastructure, identify areas for improvement or upgrades, and develop maintenance plans to maximize network reliability and minimize downtime. Generate reports and provide regular updates to senior management on the status of outside plant operations, including project progress, resource utilization, and network performance. Conduct periodic audits and inspections to ensure compliance with industry standards, regulations, and company policies. Coordinate and prioritize outside plant projects, ensuring they are executed efficiently, within budget, and according to established timelines. Liaise with internal stakeholders, such as project managers, network engineers, and field technicians, to facilitate smooth project implementation and timely completion. Collaborate with external contractors and vendors, negotiate contracts, and manage relationships to ensure the delivery of high-quality services and materials Assisting in building out both underground and aerial aspects of the FTTH network, which requires the quality to be held to BalsamWest and outside plant standards. Engineering mapping proficiency. Demonstrated initiative, sound judgment, effective decision-making, leadership, strong work ethic, teamwork, and competent writing and oral communication skills. Supervise and manage in-house employees and subcontract resources. Supervision of employees entails scheduling their daily/weekly tasks, approval of time sheets (if needed) and PTO requests, counseling, coaching, engaging and feedback for/with employees, training and safety standards, team building and all other associated tasks dealing with employees. Generate reports as requested and provide feedback based upon information received and knowledge of industry standards and experience. Customer service, including interfacing with the customer, BalsamWest employees, contractor, landowner etc., providing guidance in getting the best solution for their application. Adhere to and promote the environmental, health & safety policies of BalsamWest. Working knowledge in underground utility construction, including conduit construction, knowledge of Outside Plant Safety and Procedures, working knowledge of engineering work prints, ability to understand and interpret construction documents as applicable. Responsible for managing timelines and ensuring the schedule is maintained by our contract partners. Assist engineering staff with permitting when directed permitting Pre-plan to ensure that resources are available for the start of construction, splicing and clean-up. Complete construction work sheets every morning and ensure their accuracy. Track daily production for each crew and ensure accuracy to achieve schedule demands.•Monitor and track work of our contractors to ensure accountability and accuracy, as well as making sure that specifications are being met and standards are being followed for both construction and safety. Ensure all crews have safety vests, cones, truck signs, hard hats, and any other required safety gear. Safety is important to BalsamWest. Our crews must maintain a professional appearance. Ensure that all crews have appropriate tools and equipment on site at all times. If they are not properly outfitted shut the crew down until verified. Keep the Director of Outside Plant & Field Operations updated on progress of the fiber construction, as well as any issues that may arise or assistance that may be needed.• Oversee electronic locating of all BalsamWest’s fiber and innerduct is completed for the purpose of inspection and quality control. Maintain proper documentation of any deviation to specifications outlined in BalsamWest’s construction standards. Work with engineering to ensure existing as-builts stay up-to-date and noting any deviation from right-of-way or easement boundaries.
Other Skills & Qualifications:
Cabling design and fiber engineering Knowledgeable about State and city permitting, ordinance practices and DOT regulations. Knowledgeable with reading Outside plant drawings / documentation, and Rnural Utilities Service (RUS) specifications along with BalsamWest construction standards. Strong knowledge of outside plant infrastructure, underground and aerial installations, and associated equipment. Familiarity with industry standards, regulations, and best practices related to outside plant operations. Proficiency in using relevant software and tools for project management, reporting, and data analysis. Able to comprehend and follow work instructions, apply basic math, and solve problems. Team player with well-developed interpersonal skills who is comfortable in a cross-functional, multi-cultural environment. Mechanically oriented individual with the ability to solve problems and implement change. Strong communication and writing skills with the ability to clearly explain issues to contractors and employees. Strong attention to detail. Ability to meet strict deadlines. Time management and organizational skills. Proficient in MS Outlook, Word, and Excel.
