This position interprets and develops policies and procedures for licensure, quality assurance, and service provider enrollment. Directs the activities of division through lower level managers and supervisors by determining overall division goals and objectives and by managing subordinate staff, including interviewing, hiring, providing training, assigning and reviewing work, evaluating the performance of immediate subordinates, and serving as performance evaluation reviewing official for lower-level division employees. Oversees the development, revision, implementation, and monitoring of administrative policies and procedures, biennial and interim budgets, and reallocation needs. Provides technical assistance, guidance, and information to internal and external agency management and professional staff, executive staff, legislators, service providers, and service recipients. Researches and interprets federal and state laws, agency policies and procedures, compiles information, and prepares recommendations orally and in writing. Performs other duties as assigned Supervise mangers of our DDS programs and budgets
Oversee out Title V grant and operations
Including some limited Travel
Be able to interact with community organizations/Providers
Communicate with and develop trainings for our Managed Care Entities – PASSE
Communicate and collaborate with Division Director and Deputy on DDS priorities and projects

The Department of Human Services (DHS) / Developmental Disabilities Services (DDS) Division Manager is responsible for administering both the licensure section and quality assurance section within the division. This position is governed by state and federal laws and agency policy.
Functions
Interprets and develops policies and procedures for licensure, quality assurance, and service provider enrollment. Directs the activities of division through lower level managers and supervisors by determining overall division goals and objectives and by managing subordinate staff, including interviewing, hiring, providing training, assigning and reviewing work, evaluating the performance of immediate subordinates, and serving as performance evaluation reviewing official for lower level division employees. Dimensions
Knowledge, Skills and Abilities
Knowledge of state and federal guidelines and regulations governing the delivery of developmental disabilities services. Knowledge of the principles and practices of human resources, organizational, and fiscal management. Knowledge of state government budgetary practices. Ability to analyze, evaluate, and manage program and service effectiveness and compliance. Ability to project and monitor program expenditures and prepare budgets. Ability to plan, direct, and evaluate the work of others.
Minimum Qualifications The formal education equivalent of a bachelor’s degree in health care administration, public administration, business administration or a related field; plus five years of experience in health care administration, public administration or a related field, including three years in a managerial or supervisory capacity.
