NATURAL RESOURCES CONSERVATIONIST I

N JOB SUMMARY
This position performs erosion control inspections and enforces related regulations. An incumbent in this position may be designated “Natural Resources Conservationist II.”
MAJOR DUTIES
Performs erosion control inspections in the field; takes photographs for documentation; communicates with responsible parties to report issues; prepares notices of violations and civil penalties. Communicates and follows-up with contractors, developers, and the general public to answer questions and provide technical and professional assistance. Schedules inspections; performs inspections on erosion control measures for residential and commercial construction sites; maps driving routes to sites and prepares files for inspections; schedules site meetings as needed. Records field data by entering information into spreadsheets; maintains related files and records. Maintains and cleans assigned vehicle. Assists with scheduling and maintaining no-till drills. Assists with environmental educational programs as needed. Responds to complaints via phone calls, in-person meetings, emails, etc. Performs follow-up inspections. Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of the theory, principles, practices, and techniques of soil erosion and sedimentation management. Knowledge of erosion and sedimentation control guidelines, policies, ordinances, and regulations. Knowledge of state and local laws regarding sedimentation and erosion control. Knowledge of soil science. Knowledge of computers and job-related software programs. Skill in performing mathematical calculations. Skill in interpreting maps. Skill in calculating soil loss. Skill in oral and written communication. Skill in maintaining working relationships.
SUPERVISORY CONTROLS
The Erosion and Sedimentation Control Administrator assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES
Guidelines include NC general statutes, the Erosion and Sediment Control Planning and Design Manual, county ordinances, the NC Administrative Code, the Revised Universal Soil Loss Equation Manual, state and local buffer ordinances. and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
The work consists of varied program inspection and enforcement duties. The variety of guidelines and regulations combined with the unique nature of each property contribute to the complexity of the position. The purpose of this position is enforce sedimentation and erosion control guidelines. Success in this position contributes to the preservation of the county’s natural resources.
CONTACTS
Contacts are typically with coworkers, other county personnel, representatives of other NC conservation districts, representatives of state and federal agencies, contractors, engineers, developers, farmers, property owners, school administrators, representatives of church and civic groups, and members of the general public. Contacts are typically to exchange information, resolve problems, motivate persons, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee frequently lifts light objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color. The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education. Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years. Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.
