DESCRIPTION

The purpose of this classification is to plan, direct and oversee the operations and staff of the Planning & Development Department. Responsible for providing direction, leadership and general oversight for the physical development and sustained growth of the Augusta/Richmond County area and the bi-state Metropolitan Planning Organization (MPO), including enforcement of local codes, ordinances, licenses, permits, and development plans. Manages changing public demands balanced against code and regulatory compliance, while providing sustained leadership and management direction to MPO, current and long-range planning for property uses, design and plan review, and minimum housing and/or zoning code regulations.

PRINCIPAL DUTIES AND RESPONSIBILITIES

Directs the overall planning, operation, and administration of the Planning & Development Department, including Planning for Transportation, Urban Design and Land Use; Zoning; Building Inspection; Code Enforcement; Business License Compliance; and License & Permitting. Develops and implements long- and short-term plans, goals, and objectives for the department; organizes, prioritizes, and assigns work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; evaluates performance and effectiveness of operations, methods, processes, and procedures in relation to current community needs; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and identifies and implements needed changes, modifications and/or enhancements.

Supervises staff to include:

prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination and disciplinary recommendations. Collaborates and communicates with Consolidated Government administrators, Board of Commissioners, staff, citizens, community leaders, civic organizations, business leaders and other stakeholders, and various Federal, State and local government agencies to develop and administer policies and services. Provides subject-matter expertise and represents the Consolidated Government to the public: represents the Consolidated Government on various boards and commissions; attends Consolidated Government board meetings and various other meetings; makes speeches or presentations; and provides information to Consolidated Government leadership and the public regarding plans, projects, issues and concerns regarding department programs, plans, and services. Recommends and implements development standards and changes to local ordinances and policies as needed. Guides the development and implementation of the area’s Comprehensive Plan and other short-term and long-term plans. Develops effective strategies to engage local stakeholders in these policy development and planning processes. Coordinates all department activities to be fully compliant and consistent with established polices and standards, professional best practices, and local, state and federal legislation. Formulates, develops and updates work methods and practices, policies, standard operating procedures, and training programs in compliance with applicable standards and legislation. Monitors implementation of rules and regulations to ensure fairness and consistency. Budgets and accounts for all revenue and expenditures for the department: forecasts funding needs for staffing, equipment, materials, and supplies; coordinates budget development with program managers and other department staff; monitors revenues and expenditures to ensure compliance with approved budget; collaborates with Finance Department to ensure effective internal controls and fiscal management for all programs. Analyzes proposed and pending regulations, laws, and programs: recommends revisions to local, state, and federal entities; identifies and analyzes impact of proposed or pending regulations on department activities, policies, and procedures; and develops and implements strategies to ensure compliance with newly passed regulations and legislation. Performs other duties of a similar nature or level.

MINIMUM REQUIREMENTS
Education:

Bachelor’s Degree in Urban and Regional Planning or a closely related field (Master’s degree preferred).

Experience:

Five (5) years of progressively responsible experience related to the area of assignment, including two (2) years as a manager, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Certification:

AICP certification is preferred, but not required.

Licensing:

Possession of a valid driver’s license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.

Knowledge/Skills/Abilities :

Considerable knowledge of principles and practices of administration management, supervision, budgeting, and credit and collateral analysis. Considerable knowledge of the concepts, theories, and techniques of planning and the development process. Proficiency in applying the principles of negotiating, problem solving, and communication. Mastery of interpreting government regulatory requirements, local ordinances, and technical documents related to planning and development issues. Demonstrated executive level written and verbal communication skills. Excellent analytical and organizational skills. Ability to adapt to a fast-paced, deadline-driven environment while managing multiple priorities. Ability to effectively communicate, cooperate, and collaborate with multiple levels of employees, government officials, government agencies, and external partners.
