VP, Chief Information & Technology Officer-Information Technology 3.1 3.1 out of 5 stars Palm Beach, FL The Vice President, Chief Information Technology Officer (VP/CITO) has the critical role of providing strategic and transformational technology leadership for the Health Care District of Palm Beach County (HCD).
Essential Functions:
Epic EMR Implementation & Optimization Lead end-to-end planning and execution of the Epic EMR implementation, including ambulatory, inpatient, and Community Connect integrations. Collaborate with clinical, revenue cycle, and operational leaders to ensure Epic adoption drives care coordination, compliance, and improved outcomes. Serve as executive sponsor for EMR data governance, security, training, and optimization strategies. IT Infrastructure & Cybersecurity Modernization Oversee modernization of legacy infrastructure, including network upgrades, SANs, cloud enablement, data center strategy, disaster recovery, and endpoint security. Implement scalable, secure, and cost-effective IT platforms that support FQHC sites, behavioral health, school health programs, and remote workforce models. Strengthen organizational resilience through robust cybersecurity frameworks, HIPAA compliance, and business continuity planning. Digital Innovation & Equity Advance digital equity through the implementation of telehealth, patient portals, mobile health apps, and community outreach technologies. Drive innovation in support of population health, chronic disease management, and value-based care reporting. Lead data-driven initiatives that support Social Determinants of Health (SDoH) and public health response capabilities. Operational Oversight & Leadership Development Lead and develop a high-performance IT organization including Infrastructure, Clinical Applications, Analytics, Cybersecurity, and Service Delivery. Partner with HR and finance to manage multimillion-dollar IT budgets, staff development plans, and workforce capacity modeling. Foster a culture of transparency, collaboration, and accountability across technical and clinical departments.
Education:
Master’s Degree in Health Informatics, Information Systems, Healthcare Administration, or related field. MBA or MHA preferred Certified Digital Health Executive (CDH-E) or similar digital transformation credential strongly preferred
Experience:
10-15 years of progressive leadership experience in healthcare IT, with at least 5 years in a senior or executive role. Proven track record with Epic EMR implementation, integration, and optimization across diverse settings Experience with FQHC or public healthcare delivery systems and understanding of HRSA, UDS, and grant compliance Deep understanding of Medicaid/Medicare, value-based care, clinical operations, and HIE participation Demonstrated leadership in enterprise infrastructure modernization, disaster recovery, and security governance Strong change management skills and the ability to lead cross-functional transformation initiatives Preferred Competencies Executive presence and experience working with boards, elected officials, and health policy leaders Commitment to public service, health equity, and serving diverse patient populations Ability to build bridges between IT, clinical leadership, and underserved communities Strong vendor negotiation and contract management skills Knowledge of behavioral health, dental IT systems, and school-based telehealth infrastructure is a plus
