The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Aging and Disabilities is seeking qualified candidates to fill emergency Human Services Administrator III vacancies related to the homelessness crisis. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%. Those who successfully pass the assessment will be considered for permanent appointment to Human Services Administrator III. Plans, organizes, assigns, directs, and evaluates, through subordinate administrators, the work of district or regional staff including administrative functions such as budget preparation and control, personnel selection, and the development and preparation of statistical and other reports. Plans, organizes, assigns, directs, and monitors work activities, through subordinate administrators, to ensure established quality service standards are maintained. Directs and participates in studies to determine the effectiveness of aid or service programs and the need for modification in program policies and procedures. Directs and participates in the analysis of proposed legislation which affects departmental programs. Directs and participates in the analysis and interpretation of Federal and State regulations regarding aid or service programs, and the preparation of directives and instructions to implement changes in policies and procedures dictated by these regulations. Interprets departmental policies and programs to other agencies, the news media, and community groups. Promotes a public relations programs within the districts or regions to develop service resources and to gain community support; may direct a departmental community liaison program. Directs community workshops and participates as a member of community task groups, committees, and boards in order to promote departmental goals, objectives and services. - Administrative capacity experience is defined as, performs work typically in an administrative services branch of an organizational unit, including responsibility for the development of procedures and participation in policy formulation.
- Management capacity experience is defined as, responsible for making major recommendations and taking actions that have a direct and substantial effect on the agency and the programs.
- Highly responsible staff capacity experience is defined as, staff experience at the senior level with extensive knowledge of program related area, processes and procedures, and experience in a specific subject matter.
- Experience at the level of the Los Angeles County's class of Human Services Administrator I is defined as, has the responsibility for directing the provision of income maintenance or social services in a geographical area, supervising a social service program unit, or performing highly specialized staff functions.
Light:
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved. Desirable Qualifications Professional experience working with older, dependent or disabled adults. Professional experience monitoring policy or legislative changes impacting homelessness and impacts on older, dependent or disabled adults. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
