Fiscal Manager (At-Will)

This is an At-Will, non-competitive position that is appointed by and serves at the will of the Chief Probation Officer. Current vacancy is with the Tulare County Probation Department located in Visalia. Formulate departmental policy in administrative services and business management. Plan, organize, assign, review, and direct fiscal administrative services. Confer with the agency director or assistant director on major fiscal related administrative service problems. Review and act on or recommend solutions for various management problems in directing fiscal, office service and general activities. Direct and monitor the budgetary and fiscal control programs for the effective utilization of office space, forms, supplies, equipment and other property. Conduct time and cost studies of unit operations and make or recommend changes to effect more efficient operation of units or programs. For a full list of duties for this position, please click here. MINIMUM QUALIFICATIONS

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education:

Graduation from an accredited four-year college or university with a Bachelor's degree in Accounting, Public, or Business Administration.

Experience:

Four (4) years of experience in complex fiscal administration that includes accounting responsibilities, including at least one (1) year experience in a supervisory capacity.

Knowledge of:

Principles of management, analysis, and organizational design necessary to analyze and recommend change. Principles of public and business administration, governmental functions, organization and accounting; principles and methods of supervision. Skill/Ability to:

Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers. Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment. Conduct complex administrative and financial studies. Conditions of Employment:

Candidates selected may be required to pass a pre-employment drug and alcohol screening.
