JOB SUMMARY
Assist the Business Manager with the daily Business Office operations, including tax collection, accounting, payroll, accounts payable/receivable, procurement, for the development of monthly and annual financial reports submitted for Board approval and subject to audit.
PRIMARY DUTIES AND RESPONSIBILITIES
1. Assist the Business Manager with monitoring current year budgets and developing and implementing budgets for the forthcoming fiscal year. 2. Work with the Business Manager in carrying out the day-to-day operations necessary for the development of monthly and annual financial reports, and assume responsibility for day-to-day decisions in the absence of the Business Manager, in consultation with the Superintendent where necessary. 3. Supervise all Business Office staff. 4. Coordinate the annual local financial audit. 5. Prepare schedules as required by the local auditors for completion of the annual financial report. 6. Conduct monthly reconciliation of the district's asset and liability accounts and 7. reconciliation of revenue and expenditure accounts; prepare the necessary adjusting journal entries. 8. Conduct monthly financial closings and provide verification of transaction totals. 9. Maintain the district's chart of accounts in compliance with the State accounting manual. 10. Assist the Food Services and Activity fund staff in review of financial transactions, report preparation, internal control procedures and compliance, and audit preparation. 11. Coordinate procedures and protocols with all District financial institutions. 12. Oversee cash management for all funds. 13. Perform other duties as assigned by the Business Manager.
QUALIFICATIONS
Bachelor's Degree in Accounting, Business Management, Finance or a related field required. Three (3) years minimum experience in public school finance and/or other governmental accounting related experience preferred. Knowledge of governmental fund accounting and Generally Accepted Accounting Principles. Demonstrated skills in computer technology and financial software applications. Leadership and supervisory skills. Submission of pre-employment medical examination (Section 148 of the Pennsylvania School Code). Submission of a report of criminal history record from the Pennsylvania State Police (Section 111 of the Pennsylvania School Code). Submission of a clearance report from the Pennsylvania Department of Public Welfare in accordance with Act 151 of 1994. Submission of the FBI Criminal History Record in accordance with Act 114 of 2006 Submission of sexual misconduct/abuse disclosure release form in accordance with Act 168 of 2014. Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
