Job Description

The Development Services Supervisor oversees the permitting and administrative support team within the Planning & Development Services Department. This position ensures efficient permitting operations, maintains departmental records, processes invoices, and assists with budget maintenance and forecasting. The supervisor develops and implements office policies, procedures, and best practices to improve the permitting structure, support staff development, and foster collaboration between development review departments and the public.
Compensation Salary:
$52,020 - $65,020 Annually Starting salary is depending on qualifications and experience Supervise and lead the permitting and administrative support team, including assigning duties, prioritizing workloads, resolving conflicts, and ensuring tasks are completed efficiently and accurately. Provide leadership, mentorship, and professional development opportunities for team members while supporting staff growth and leadership training. Develop, implement, and maintain standard operating procedures (SOPs), office policies, and best practices to support permitting operations and administrative processes. Provide operational coverage and support for permitting activities and administrative functions as needed. Oversee the processing of development applications and coordinate the distribution of applications to internal departments and external agencies, including the Fire Marshal, Travis County, Building Official, Public Works, Parks and Recreation, and other agencies as necessary. Respond to customer inquiries regarding development processes and permitting procedures via phone, email, and in person. Maintain departmental records and ensure proper records management practices in accordance with city policies and state regulations. Process departmental invoices and assist with contract administration and tracking. Invoice and contract management responsibilities represent approximately 10% of the position's workload. Maintain departmental budget tracking and assist with budget preparation and forecasting for the Planning & Development Services Department. Budget-related responsibilities represent approximately 20-30% of the position's workload. Assist department leadership with administrative coordination, reporting, and operational support. Verify the accuracy and completeness of requests such as Open Records Requests (ORR). Maintain reasonable availability via personal cell phone to address job-related matters as needed, including the use of City-approved applications. Remains accessible via personal cell phone to address job-related issues or emergencies using City applications. Perform other related duties as assigned.
Formal Education:
Bachelor's degree in Civil, Mechanical, or Environmental Engineering, Construction Management, or related field.
Relatable Work Experience:
Five (5) years of increasingly responsible experience in permit processing, planning, zoning, plan checking, building inspection, or engineering work experience, including two (2) years in a management or supervisory capacity.
Training, Licenses, and Certifications:
Valid Texas driver's license.
Preferred Qualifications:
Experience in budgeting, financial tracking, or invoice processing required. Experience in municipal permitting, development services, or related fields preferred. Supervisory or leadership experience preferred.

One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university. Knowledge of administrative and operational functions within a municipal development or permitting office. Knowledge of budgeting practices, including budget tracking, maintenance, and financial forecasting. Knowledge of records management practices and applicable municipal policies and procedures. Knowledge of municipal development processes, permitting procedures, city ordinances, and building codes is preferred. Skill in supervising staff, managing workloads, and providing leadership and guidance to a team. Skill in developing and implementing policies, procedures, and standard operating practices to improve operational efficiency. Skill in problem solving, conflict resolution, and decision making. Skill in multitasking, prioritizing work, and managing competing deadlines. Skill in utilizing a personal computer and associated software programs, including Windows and Microsoft Office applications. Ability to establish and maintain effective professional relationships with external customers, vendors, internal management, staff, and other government agencies. Ability to communicate clearly and effectively, both verbally and in writing. Ability to organize work, manage time effectively, and maintain attention to detail. Requires sitting for extended periods with occasional standing, bending, stooping, and reaching. Visual acuity, speech, and hearing; hand and eye coordination, and manual dexterity necessary to operate office equipment. Occasional lifting and carrying of materials up to approximately 35 pounds. Work is generally performed in a standard office environment with frequent interaction with staff, customers, and the public. Regularly scheduled for a five-day, 40-hour workweek, Monday through Friday.
