Washington, DC Program Overview:
The Collection Manager supports U.S. Customs and Border Protection's Office of Intelligence (OI). The Collection Manager will lead multi-discipline collection planning and execution, translate Priority Intelligence Requirements (PIRs) into actionable tasks, assess collection effectiveness, and drive re-tasking to close intelligence gaps for border security operations.
Job Duties:
Requirements development and planning Research, collaborate, and coordinate with all-source analysts and partners to develop/refine collection requirements across INTs. Translate priority intelligence requirements and operational needs into prioritized collection strategies, plans, and taskings. Determine asset/resource availability and select appropriate collection programs/plans. Execution and coordination Identify and coordinate collection assets and resources; draft priorities and issue taskings. Coordinate with appropriate collection sources/agencies; ensure alignment with enterprise policies and timelines. Monitor collection results, provide timely feedback, and re-task to address residual gaps. Assessment and performance Evaluate efficiency/effectiveness of collection against requirements using Measures of Performance (MOPs) and Measures of Effectiveness (MOEs). Produce analyses identifying collection gaps, trends, and opportunities; recommend solutions and refinements. Update collection plans; document assumptions, constraints, risks, and mitigations. Partnership and governance Collaborate with CBP components, interagency, and IC partners to understand consumer needs and optimize collection operations. Support enterprise reporting on alignment to priority intelligence requirements; contribute to bi-weekly/monthly status and metrics
Minimum Qualifications:
Active DoD Secret (or DHS equivalent) and ability to obtain/maintain TS/SCI if mission requires. Bachelor's degree in Intelligence Studies, International Affairs, Criminal Justice, or related field (or equivalent experience). 3+ years of experience in collection management or closely related intelligence operations (DHS, DoD, IC, or law enforcement). Demonstrated experience building collection strategies/plans, issuing taskings, and coordinating with collectors and external agencies. Proven ability to assess collection performance (MOPs/MOEs), identify gaps, and drive effective re-tasking. Strong written/oral communication skills and stakeholder engagement; ability to brief technical/non-technical audiences.
Desired Qualifications:
Experience supporting border security, TCOs, human smuggling, illicit finance, narcotics, CI/CT, or travel/trade targeting. Familiarity with DHS/CBP intelligence production standards, PIRs/KIQs management, and enterprise tasking systems. Experience working with analysts, GEOINT teams, and data scientists to align collection with analytic workflows and data exploitation. Knowledge of structured analytic techniques and risk-based prioritization. LIS Solutions is an equal opportunity employer.
