Job Description

Deputized by the Clerk of Circuit Court to perform/discharge duties in accordance with Wisconsin State Statute §59.40, Rock County Local Court Rules and Generally Accepted Accounting Principles (GAAP). Under general supervision, execute an extensive scope of court accounting and collection functions. The position requires a diverse and advanced knowledge of court related accounting, collections, practices and procedures. 40% Management of fiscal operations for Clerk of Courts and Circuit Courts. Perform daily activities of the Clerk of Court and Circuit Court accounting functions and financial operations. Maintain the Court Consolidated Automation Program (CCAP) and Rock County database Finance Enterprise for financial and statistical accounting recording system. Audit internal controls for compliance of laws, regulations, and policies. Observes financial policies and procedures. Assist in maintaining the general and subsidiary ledgers, prepares journal vouchers for adjusting, correcting accounting records and balancing accounts. Assist in preparation of regular and special fiscal statements and reports. Receive, review, and process Clerk of Court and Circuit Court departmental bills for payment. Review and assist in preparation of invoicing State of Wisconsin Public Defender Office and State of Wisconsin Child Support Agency for services provided. Assist in preparation of financial and statistical data for Clerk of Court, Clerk of Court supervisors, Rock County Board of Judges, Rock County department heads, and elected officials. Assist in preparation of monthly journal entries, reviews and examines entries posted to the ledger and journals to assure compliance with established accounting principles and practices and prepares monthly reports. Assist in preparation of year end audits by public accounting firms and State of Wisconsin. Assist in the reconciliation of Clerk of Court and Circuit Court ledgers to the County general ledger and subsidiary ledgers with supporting documentation on a monthly basis. Responds to questions from department supervisors, managers, employees, Clerk of Court, the Rock County Board of Judges, elected officials, County department heads, and general public. Collaborate in the development, implementation and management of long-range court collection efforts. In absence of Financial Supervisor, testifies to Clerk of Court and Circuit Court accounting records and practices upon subpoena. 40% Manage and maintain collection programs, accounts receivable and payables, and perform variety of complex financial tasks for the
Clerk of Court and Circuit Court:
Effectively communicate financial policies and procedures to staff, courts, attorneys, public, clients, and outside agencies. Research and address financial questions from staff, other courts, attorneys, community agencies, and law enforcement regarding court cases, policies, procedures, and changes in law. Collaborate and assist in the implementation of management systems, information, record keeping and related financial controls. Collaborate and assist in the development of training plans and materials. Mentor and assist in training of new financial staff. Obtain and compile debtor's financial disclosure statement through direct consultation with debtor to determine eligibility for payment plan, indigency or if eligible for other payment options in accordance with Rock County Circuit Court rules and policies. Draft and record deferred payment plan agreement contracts. Establish, record, and maintain court ordered attorney escrow accounts. Analyze, regulate, and issue enforcement actions, including by not limited to: arrest warrant and commitment, suspension of driving privileges, civil judgment, tax intercept and/or debt certification to State of Wisconsin Department of Revenue. Research, analyze, and draft reinstatement recommendation to Circuit Court. Reconcile daily receipt journal through multiple databases and process reinstatement for enforced penalties. Govern programs in compliance with Wisconsin State Statute §71.935. Receive, maintain and monitor cash bail bond. Research, process payables, and draft checks for Clerk of Court. Research, identify, and update personal identifiable information from Accurint by NexisLexis database for reporting debts to State of Wisconsin Department of Revenue and State Debt Collection Agency. 10% Performs other duties as assigned. Working knowledge of accounting principles and procedures and of their application to a variety of accounting transactions and problems. Ability to prepare financial reports and statements in accordance with generally accepted accounting principles (GAAP) and/or predetermined requirements. Working knowledge of court practices, terminology and procedures. Working knowledge of the purpose, function and scope of the circuit court. Working knowledge of the statutory powers and limitations of the circuit court. Ability to maintain composure with disgruntled parties and erratic human behavior. Ability to establish and maintain effective and professional public and working relationships. Ability to embrace and adapt to changing responsibilities and assignments. Aptitude for writing mechanics and grammar; detail-oriented with quality standards. Ability to comprehend and comply with oral and written directives. Ability to effectively direct own activities toward the timely achievement of office objectives. Ability to interpret complex guidelines, regulations and laws applicable to litigation in the judicial system. Proficient computer software knowledge and expertise of modern office methods and practices. Knowledge of loan amortization schedules. Working knowledge of the following programs: Payment Plan Program, Court Appointed Attorney Program, Court Appointed Guardian ad Litem Program, Interpreter Program, Tax Intercept Program, State Debt Collection Agency Program. Associate degree in accounting. Four or more years of experience in accounting and fiscal operations preferable in Clerk of Court or Court environment. Combination of education, training, and experience will be considered. Ability to maintain focus in large office setting with background noise and constant interruptions. Repetitive hand/arm motions. Ability to stand for extended periods of time at service counter. Ability to sit for extended periods of time during court proceedings. Ability to climb and crouch to retrieve files. Ability to move throughout the building for court proceedings and retrieve files. Ability to lift and/or carry up to 25 lbs. Ability to use modern office equipment.
