Job Description
The Utility Billing Specialist is an advanced clerical position in the Customer Service Division under the Support Services Department. They maintain records, prepare reports, and perform final reviews of data to ensure accuracy for billing. They oversee utility and solid waste billing activities in the Customer Service Division. Work is performed with considerable independence within established ordinances, policies and procedures. This position reports directly to the Utility Billing Coordinator . Examines account data to verify accuracy and validity for billing of water, sewer, garbage and recycle services Responsible for working with the appropriate division/department to verify and correct billing discrepancies Research reports and identifies billing errors and makes appropriate corrections Prepares reports and statistical statements as assigned Responsible for the uploads and downloads of meter reads Responsible for the continuous leak, zero consumption and stuck meter reports Responsible for the Utility Service Request (USR) and Certification of Occupancy (OC) process Responsible for meter change out, register change out and meter pull/reset process Responsible for the billing, maintenance, rate changes, customer correspondence, and adjustments for Solid Waste charges and Utility billing Responsible to coordinate and forward accounts to the appropriate division/department for the processing of utility liens Responsible for coordinating with outside vendors to ensure the accuracy and processing of billing and collections Creates the Utility Billing Calendar Ability to work with the public in person and by telephone or other communication with tact and courtesy Ability to analyze, interpret and explain billing processes explicitly and tactfully Ability to be resourceful in handling problems and customer requests Knowledge of related codes, ordinances, and standards which require various City approvals Performs related work as required and other duties as assigned
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of related codes, ordinances, and standards which require various City approvals. Knowledge of computer-generated billing practices and procedures. Ability to establish and maintain effective working relationships with customers, coworkers, and the public. Ability to maintain a varied and complex record system and to prepare reports from such records. High School graduate or equivalent diploma is required supplemented by advanced courses in accounting/bookkeeping. Three (3) years of progressively responsible account-keeping and/or utility billing experience is required. A combination of education and experience may be considered. Must possess a valid State of Florida driver's license. Subject to emergency call-out during off-duty hours and on weekends as required. Participates in disaster preparedness and emergency activities as directed.PHYSICAL REQUIREMENTS
