Office Combination Worker Position Title:
Office Combination Worker for Waterloo Water Works.
Immediate Supervisor:
Office Manager
BASIC FUNCTION
Perform cashier duties. Perform computerized receivables. Train and perform credit-collection duties for support. Train in the billing procedure for support. Duties as assigned.
SPECIFIC RESPONSIBILITIES
When assigned to cashier duties. Receives money from customers at the counter, drive-thru, mail and by drop box and gives out receipts when requested. Records transactions and issues receipts for payment if necessary. Balances cash receipts. Balances cash drawers. Answer all general cashiering questions by phone or walk-in customers, including credit and billing inquiries. Handle collections of insufficient fund checks. Process and record bank deposit. Process electronic payments (ACH). Process all outgoing mail and chart mailing charges. When assigned to credit-collection duties. Maintains customer account records and counsels with delinquent customers. Telephones delinquent customers to urge payment of bills. Process orders to shut off non-payment accounts and accept payments. Sends out orders to restore customer service when appropriate. Works with various agencies regarding customer credit and payments. Notifies the pumping station of unanswered water shut-offs of service for possible after-hour service requests. Learn how to prepare and maintain fire protection accounts. Collect billing information for the monthly and year-end operating report. When assigned to biller duties. Prepares and sends out water, sewer, and garbage bills to customers in a timely manner for both residential and commercial customers. Utilizes various data registers and reports to ensure billing accuracy before bills are mailed. Logs and maintains the deduct meter readings for billing purposes. Takes meter readings over the phone and maintains incoming meter reading cards. Prepares work orders to aid in billing and reading problems. Keep current on rates and billing policies. Answers questions, provides guidance, and assistance to customers regarding their water-sewer-garbage calculation of bills. Learn posting of daily receipts and adjusting entries. Learn how to set up electronic banking customers. Learn how credit bureau and bankruptcy accounts are handled. Learn how to sign up plumbers for taps and maintain front footage records. Phone duties when assigned. Performs other related duties as assigned.
RELATIONSHIPS AND CONTACTS
Internal Relationships:
Has frequent contact with all office personnel regarding routine duties. Has frequent contact with the distribution department. Has frequent contact with the office manager.
External Relationships:
Has frequent contact with customers via telephone and in person. Occasional contact with relief organizations concerning financial assistance for customers.

Staff:
Has no immediate subordinates.
Spending Authority:
Has no direct spending authority.
BASIC QUALIFICATIONS
Knowledge of accounting and cashier procedures is desirable. Experience in collection procedures is desirable. Good mathematical skills. Reasonable speed and accuracy in inputting data and use of a calculator. Training and/or computer experience is desirable.
AMOUNT OF FORMAL EDUCATION
High school diploma required. Business courses in high school or post-secondary are desirable.
PAY RANGE
