Make an Impact Where It Matters The Village of Lake Villa (pop. 8,471) is seeking a highly motivated, detail-oriented, and skilled professional to serve as a Utility Billing Clerk. This full-time position offers an opportunity to play a vital role in the financial, water, and sewer operations of a growing, forward-thinking municipal organization while working in a scenic, historic lakefront community known for its strong sense of pride and public service. About the Role The Utility Billing Clerk is responsible for the administration and maintenance of the systems that generate sewer, water, and other utility billings for customers. This position manages all aspects of the billing cycle, including adherence to strict schedules for billings, notices, and service disconnections, while ensuring accurate and timely maintenance of residential account data. In addition, this role is responsible for processing the Village's biweekly payroll. The role requires a high level of independent judgment and regular interaction with the public, including customer communications, account resolution, and coordination of delinquency collections, payment arrangements, and follow-up. Additional responsibilities include supporting clerical functions and assisting in the development and implementation of improved work processes as directed by the Village Administrator. This position operates with a high degree of autonomy under the general supervision of the Finance Director. Key Responsibilities Administers and maintains systems necessary to produce sewer, water, and other utility billings for all Village customers, including data entry, account maintenance, scheduling, bill production, verification, and distribution. Adheres to all required timelines for billings, late notices, and service disconnections, ensuring compliance with applicable ordinances and established procedures. Communicates with residents regarding billing inquiries, account setup, and service-related questions; provides clear explanations of services, policies, and charges; and coordinates payment arrangements, including delinquency follow-up when necessay. Reviews employee timesheets for accuracy and completeness and processes biweekly payroll, including preparation and issuance of payroll checks. Schedules and coordinates utility-related maintenance activities with residents and communicates details to Public Works or Water and Sewer staff. Performs annual certification tracking and coordination for backflow prevention devices associated with underground watering systems. Coordinates additional utility-related activities and service requests as directed by the Superintendent of Water and Sewer. Supports general clerical functions and assists in identifying and implementing improved work procedures as directed. What We're Looking For The ideal candidate is reliable, detail-oriented, and committed to public service, with the ability to manage multiple priorities while maintaining accuracy and great customer service. Required Qualifications High school diploma and one (1) to three (3) years of experience in bookkeeping, billing, and/or general office work. Proficiency in Microsoft Excel and accounting or financial software systems. Knowledge of payroll processes and financial recordkeeping Ability to demonstrate exceptional customer service with a professional, responsive, and respectful approach. Ability to effectively handle and resolve difficult or sensitive customer service situations, including billing disputes. Ability to maintain composure and sound judgment in high-pressure or confrontational interactions. Ability to work independently, manage multiple priorities, and meet deadlines.
