Under general supervision, oversees the staff and daily operations of the collections/compliance unit.
Essential Duties and Responsibilities:
Participates in the interviewing and selection of new employees, including identifying and recommending the best candidate for the position. Responsible for maintaining current written procedures with screen shots of each step needed. Provides orientation and training to new staff; answers procedural and technical questions; monitors performance and provides follow-up training or instruction, as needed. Prepares objective, valid, and timely performance evaluations of staff for review by elected official. Provides constructive performance feedback to employees; counsels employees as needed to address and correct performance or attendance deficiencies. Approves leave requests; reviews and approves employee timesheets. Initiates collection activity on past due cases; conducts skip tracing on delinquent accounts; directs payments for court costs, fines, and fees to the respective courts. Interviews defendants and assesses financial resources; approves payment arrangements with defendant; enters case information into automated database system; compiles statistical and progress reports; provides county officials with payment activity information. Generates periodic reports from automated system or from spreadsheet records; distributes reports in accordance with office procedures. Coordinates with the County Court at Laws during arraignment hearings to interview defendants for the Court Appointed Attorney application process. Report to the Judge any discrepancies or additional assets that were not disclosed. Maintains contacts to ensure knowledge of new legislative updates and laws, their effective dates, to ensure the Compliance Office procedures are updated and followed in accordance with the new laws set forth. Provides updated procedures or possible procedure improvements for the County Treasurer final approval before initiating any changes. Monitors bond status to ensure open bonds are being closed out in a timely manner for the protection of the Surety involved. Provide guidance to bondsmen and their staff pertaining to bond reports provided to them by Tom Green County. Member, as assigned by Tom Green County Treasurer, of the bond audit committee. Bail Audit Committee ensures bondsman/bond company(s) are in compliance with Tom Green County Bail Bond Rules and Regulations as well as Occupation Code Chapter 1704. Orders office supplies and equipment as needed. Conducts research or performs other special projects as assigned by elected official. Recommends procedural changes to improve program operations, as appropriate. Assists in budget preparation and administration. Attends meetings, training sessions, and/or conferences. Performs other duties, as assigned.
Knowledge, Abilities, and Skills:
Knowledge of the principles and practices of effective employee training and supervision; knowledge of general office operations, data entry procedures, and records maintenance; knowledge of departmental forms, resources, and policies; knowledge of the Fair Debt Collections Practices Act; knowledge of money handling and account maintenance procedures; knowledge of the operation of personal computers for inquiry and data entry. Ability to plan, organize, and supervise the work of others; ability to analyze and resolve routine operational problems; ability to work independently and meet regular deadlines; ability to work effectively with staff, citizens, County officials, and others. Skill in oral/written communication and interpersonal relations.
Physical Requirements and Work Setting:
Works in a well-lighted, air-conditioned environment; prolonged periods of sitting and periodic walking, standing, bending, and reaching; occasional lifting up to 25lbs; some positions subject to noisy work environment; visual acuity, hearing ability, and manual dexterity required. Education and/or
Experience Required:
Two years of experience in debt collection, financial interviewing, credit management of other closely related work. Prior supervisory experience is desirable. Must be bondable and pass background check.
