Job Description
Primary Accountabilities:
The Personal Property Clerk/Data Collector is responsible for conducting the discovery, listing and valuing of personal property for ad valorem taxation purposes. This position conducts field surveys to gather real estate and personal property data, interacts with customers in a professional manner, and handles and resolves all issues while delivering the highest level of customer service to Ottawa County, the community, and other departments and/or agencies. This position also performs duties of clerical and skilled work relating to discovering and listing personal property within Ottawa County for tax purposes in compliance with all laws and regulations. Position will do transfers of property working with deeds and transfers documents from Register of Deeds. Assist in verification of agriculture use. Primary Responsibilities Assists citizens to the office in filling out forms and answers questions in order to take corrective action on problems, if necessary. Prepares personal property renditions, boat storage listings, and manufactured home listings for mailing. Prepares renditions on failure to file using boat listings, manufactured home listings, fish and game reports, and vehicle registrations. Determines value of personal property for appraisal rolls. Assists taxpayers with filling out applications for exemptions on personal property and processes paperwork for State Board of Tax Appeals and appeals decision. Verifies vehicle registration classes. Places taxing units on renewed vehicle registrations. Prepares comparison of mobile homes and boat listings to individual renditions. Collects and lists information regarding personal property on tax rolls and makes corrections when needed. Identifies and locates property parcel from subdivision plats, maps, and legal descriptions. Visits properties to verify accuracy of records. Measures the perimeter of structures, draws sketches to scale and computes the area in a square foot basis, and the perimeter of structural improvements. Identifies structural features of buildings and determines types of construction. Interviews owners, tenant and/or agent to obtain information. Measures additions to homes and estimates when projects will be completed. Communicates with public to obtain information for appraisal purposes. Identifies property uses. Records descriptive data on the appraisal record card and submits reports. Assists in zoning questions. Attends meetings. Qualifications Must possess high school diploma or GED. Must possess a valid Kansas Driver's License at all times of employment with Ottawa County. Must possess one (1) to three (3) months of related experience. Computer experience required. Must pass Personal Property Workshop 2-2000-0, Motor Vehicles Property Tax Workshop 8-201-3, and Introduction to KSCAMA Residential/Agricultural Data Collection and Commercial/industrial Data Collection. Continuing education is required. Must be detail-oriented and maintain high levels of accuracy when recording data. Ability to read and write at a high level. Knowledge of laws relating to valuation and assignment of property. Ability to add, subtract, multiply, and divide in all units of measurement, using whole numbers, common fractions, and decimals; compute rate, ratio and percent. Knowledge of topographic techniques and materials. Knowledge of construction industry. Knowledge of computers, specifically personal computers and ORION software applications. Ability to use initiative in carrying out routine assignments and tasks. Ability to prioritize work and apply problem-solving skills to resolve problems. Ability to concentrate on different tasks at the same time, while there are constant interruptions, telephone calls, questions, etc. Ability to research personal property valuation using manuals, registrations and assignment forms. Ability to read, write, and comprehend simple instructions, short correspondence, and memos. Ability to read and interpret maps, and the ability to file according to parcel number. Must possess good oral, written, and interpersonal communication skills, and present a professional image. Physical Demands Ability to stand, walk, use hands to finger, handle, or feel and reach with hands and arms. Occasionally required to sit, climb or balance, stoop, kneel, crouch, crawl, talk or hear. Specific vision requirements include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Ability to lift up to twenty-five (25) pounds. Working Environment Work is performed in climate-controlled settings. Occasional exposure to outside weather conditions. Occasionally exposed to high, precarious places, fumes, or airborne particles, risk of electrical shock and vibration. Noise level is moderate.
